Resource-based cities are those where have been rising or developing because of the mining of natural resources and where the mining industry is the leading industry in the whole industry of the cites'. These cities as a base for China's energy and raw materials supply have made important contributions to the development of the national economy. However, since the 1980s, various contradictions and problems emerge in the economic development. Because resource-based cities rely largely on the Resource-based industry for economic development, when resource inevitably run out, economic development will inevitably be a serious constraint, e.g. economic recession, closure of the quarry, increasing unemployment and other issues , even many social problems emerge. In 2001, there are 20 per cent of resource-based cities in Growth, 68 per cent in Maturity, and 12 per cent in recession; there are about 10 resource-based cities face dangers of "mine exhaust City bad" due to resource exhaustion. The problem faced is universal.China attaches great importance to the sustainable development of resource-based cities. The 16th National Party Congress explicitly proposed that "encourage cities or areas that are mainly dependent on resource exploitation to develop alternative industries". The 17th National Party Congress proposed that "Help exhausted area of resource to realize economy transition". Resource-based cities became a focus in the academic community. The problem of resource-based cities is crossed and complex, involving economics, sociology, geography, ecology and the mining school, and other fields. Many scholars studied the question from different angles. The article which reviews the results of previous studies thinks that the industrial transition is the key to the issue of resource-based cities. The issue of resource-based cities can not be completely resolved and the industrial transition is the only choice, when resource-based cities have developed to a certain stage. Therefore, it is of great theoretical and practical significance to research into the industrial transition of resource-based cities for the sustainable development of resource-based cities.This article conducts a combination of the study on. both the substantial evidence and regulations, and a combination of quantitative and qualitative analysis. I make a deep study of the theory and practice of the industrial transition in resource-based cities. On the basis of the discussion to the definition of resources industrial transition and resource-based cities, I systematically expound the mode, timing and path of the industrial transition, taking priority over the choice and development of leading industry in future. In the end, I put forward the policy and principles of the industrial transition, and thus establish the basic framework of industrial transition. Finally, taken Zaozhuang city for instance, using industrialization phase analysis, development impetus of industries analysis to analysis the present conditions of industrial development and industrial advantages set forth the focus of development and feasibility proposal of industrial transition in Zaozhuang.On the basis of the evidence, I think that the industrial transition of resource-based cities should base on their actual conditions and comparative advantages, and choose the right industry as a successor to the industry, or even start from the initial manufacturing, avoid blindly pursuit of high-tech industries or copy the experience of other cities, and in the meantime attach importance to developing supporting industries and basic industries.
