Study On Country-scale Small And Medium-sized Enterprises' Financing Based On Government Improving

The economic development of every Countries indicated that the small and medium-sized enterprises played an important role in the national economic and social development. It was the main channel to country's employment expanding, distribution relations rationalizing and gap narrowing and the leading force to innovation. Especially in recent years, large enterprises is using more capital and less labour. Small and medium-sized enterprises, particularly in urban and rural, connection with the county and urban, which provide the employment more than the large one.Moreover they also has the significant contributions in fostering technological progress and improving industrial structure, increasing trade and other aspects of national economic development.Although small and medium-sized enterprises, especially who in rural,are play an important role in country prosperity,but they are more "vulnerable". In 2006, the china people bank made a study about china medium and small-sized enterprises' financial system.The report shows that larger enterprises'financing difficulty was decreased greatly, but there still have some serious of the financing difficulties, especially in rural enterprises.At present, financing problem has become serious constraints to small and medium enterprises'development bottlenecks. First, from the enterprises financing economic theory analyses the credit market information asymmetry, and adverse selection and moral hazard and the credit distribution. This article is based upon Liaoning rural medium and small-sized enterprises' realities,and send 155 qustions papers to Xinmin, Suizhong and Wangfangdian. Which includes not only their internal reasons, but also financial environment. the United states and Japan has many experiences that was worth to learn, so this article analyzes the united states and japan'experience. Then analysed the importance of government interference in enterprise financing. because the enterprise financing has a positive external, and market failure. So the government should established complete financing system and create good financing ecological environment to encourage the enterprises'financing. Shortly, the government should view providing financing as f a public product, and play an important role.
