In recent years, China import of oil grows fast with the accelerate increasingly in industrialization and urbanization rhythm, country is dependent on the import of oil more and more, in 2005, the import volume of oil was 136170 thousand tons, the dependence degree of external oil was 42.9%. Though the digital decreases step by step in these years, yet it still threatens Chinese political and economic security. In China, the coal is the principal resource, it takes up over 60% of once production and consumption energy resource, therefore developing coal chemistry industry is a way to resolve the energy crisis, also to effective use the coal resources.However, some problems of traditional coal industry require to be resolved, like the large pollution, the inefficiency, and with the demand of sustainable development industry, as a consequence there are some Coal Chemistry Eco-industry Park are constructed. But at the beginning of the project, a part of the structure of industry chain is loose, the enterprises are unordered, it can not satisfy the request of efficient using coal and friendly environment, because of the limitation of the eco-industry chain design and technological production. Consequently, it need to be analyzed, estimated and optimized.In the terms of the correlation theories of eco-industry chains, the thesis illustrates the eco-industry chain of YU LIN Jin Jie coal chemical industry park, analyze the structure and find out the existent problems, then give the optimized project. There are the primary achievements:(1) Pose some problems causing the development degree low, the backward technique and appliance, the weak anti-risk capability, the insufficient economic synergy, the deficient communication between the enterprises and so on in the Chinese coal chemical industry chain. Then from the aspects of the economic benefit, the environment benefit and the industrial development, giving the necessary reasons that the existing Chinese coal chemical industry chain need the structural analysis and the optimal design.(2) Analyze the enterprises and the system integration, then analysis the structure and the function of coal chemistry industry chain from branched chain and indexes system, also point out the deficiencies of this chain. reach a decision of optimizing this eco-industry chain, also point out the defects, like the present industry chain is simplex, the length coupling is insufficient and the supporting system is unsound.(3) Study the architectural feature of eco-industry chain and the structure principles, get the optimized ways of eco-industry. According to the optimized leading industry chain and the system integration, and give the optimization design for the Jin Jian coal chemistry eco-industry chain. It consist of extending the industry chain length, adding the derivant project, increasing the industry chain width, and put in the MTO and MTP etc. At the same time, optimizing the venous industry chain.(4) With the aspects of the system support facility, the government support, the technique and the capital etc., optimizing design the safeguards system of the Jin Jian coal chemistry eco-industry chain. At the basis of the original ecological industry and the information changing-platform, enlarging its mission and content, mending the faults, meanwhile do the improvements for some aspects, for example, advertising this science, studying the technique, guaranteeing the capital and getting the government support.
