With the ever increasing energy consumption and the increasing depletion of oil resources, the world in the21st century is facing severe issues on energy strategy, while China is rich in coal, deficient in oil and short in gas. To supplement insufficient domestic oil and gas resources, meet the demand for chemical products, reduce dependence on foreign oil and guarantee energy security, developing coal chemical industry vigorously has important strategic significance of energy security.As an emerging industry, coal chemical industry is characterized by high energy consumption, high water consumption and high output of waste. Its developing process demands high standard of coal resources, water resources, ecology, environment, technology, capital and social support conditions. However, in its early stages of development some local governments disregarded the carrying capacity of resources, ecology, environment and other aspects. So a tendency to plan blindly and compete for the coal chemical projects emerged, which led to irrational use of resources, in sufficient attention to environmental protection, deficient management of working projects and a series of issues. The situation is unfavorable to long-term, stable and sustainable development of coal chemical industry.Current developing situation of coal chemical industry in Pingliang, Gansu of western China as an object of study, the author first summarizes in detail current developing situation and the existing problems in the developing process of the domestic and international coal chemical industry. And then the author lists primary and typical policy on coal chemical industry in China. The first part establishes the basis for study of the thesis. Secondly, the thesis analyzes in detail current developing situation, chain structure of industry, developing trends and regional resources and environment of coal chemical industry in Pingliang, Gansu. According to the results of the analysis, the author finds out the existing problems in regional coal chemical industrial development and relevant environmental resource constraints. Finally, according to the existing problems and relevant constraints, the thesis puts forward countermeasures system of coal chemical industrial development, specifically divided into five parts including preventive measures at the source, process control measures, pollution control measures, measures at the stage of recycling transformation and environmental management measures. And recycling transformation of coal chemical industry is a core measure to solve the existing problems and relevant environmental constraints in the developing process of coal chemical industry.On this basis, the author creates a set of evaluation index system for recycling transformation level of coal chemical industry and uses AHP (Analytic Hierarchy Process) to determine the weight of each index in the index system. Combining with the linear weighted evaluation method, AHP evaluates the developing level of coal chemical industry in Pingliang and optimizes industrial chain of circular economy of coal chemical industry. The benefit of recycling transformation in industrial chain is also analyzed in order to provide a suggestive reference for the development of coal chemical industry in western China.
