The resource-based city is being built or developed relying on the exploitation and utilization of city's resources, one of the remarkable characteristic of which is the highly dependent on resources. With the increasing intensity of resource exploitation, there are many problems emerging in the process of traditional linear economic development, such as inefficient use of resources, serious environmental pollution and ecological destruction, the decreasing potential of urban sustainable development and so on.Recycling Economy with efficient use of resources as the core, low mining, efficient utilization and low emission as its basic features. With the least resources consumption and environmental costs, achieving the maximum efficiency, prolonging the life cycle of city, and then to accomplish sustainable development. Therefore, the development of recycling economy has strategic significance for resource-based city.This paper takes Yulin city as a study object which is the typical resource-based city, being based on recycling economy theory, sustainable development theory and clean production theory, constructs a recycling economy development mode for major industries and proposes some corresponding countermeasures and suggestions, after analyzing the development conditions and the status of recycling economy in Yulin city. The main results as follows:(1)On the basis of analyzing the development and evolution rule of resource-based cities and the facing major issues in the resource-based cities of our country, indicating that develop recycling economy is a necessary way for resource-based cities to enhance the ability of sustainable development, and recycling economy theory should be penetrated the whole process of resource-based urban development, to increase the efficiency of resource use, adjust the economic structure, gradually reduce the dependence on resources and then achieve sustainable development of resource-based cities.(2)This paper is based on location conditions, resource endowment, socio-economic development and ecological environment situation, analyzing the external and the internal environment of the development of recycling economy in Yulin city with PEST analysis and SWOT analysis. The results show that:recycling economy development has a favorable external environment, as well as strengths, weaknesses, opportunities and challenges coexist in the internal environment.(3)According to recycling economy theory, this paper proposes the recycling economy industrial chain of the leading industry in Yulin City (coal, oil, gas, rock salt), and from the two angles, industrial chain extension and industrial chain coupling, to construct the recycling economy development model of Yulin city.(4)This paper proposes the direction of the industrial chain extension, such as: the coal industry chain extends from coal mining to the deep products of coal chemical industry; the oil industry chain extends from oil exploitation to downstream products of petrochemical; natural gas industry chain mainly combining the existing chemical industry with coal chemical industry, extending to high value added chemical products; rock salt industry chain mainly extends to chloric alkali production.(5)After analyzing the coupling relationships of the leading industry, this paper proposes the direction of the industrial chain coupling, and then builds the coupling chain such as coal power-coal chemical industry, coal-salt, coal-oil-gas-salt.
