With the advance of economic globalization and financial integration, the link between countries regions are strengthened , making the world as an indivisible organic whole. As countries generally believe that foreign direct investment by country or area of investment for economic development has great role in promoting, in most cases will contribute to economic development, such as the use of foreign investment to increase employment opportunities and bring social stability, promote technology R & D, etc., It can be said that foreign direct investment for local economic development to provide a powerful engine. Therefore, governments and businesses costs to invest heavily strength , taking all kinds of incentives (fiscal, financial, environmental) ,to attract Foreign Direct Investment. Purpose is to attract more foreign investment for the country's economic development to inject new vitality. Thus fierce competition were arisen between countries.After 20 years of investment, foreign investment has taken shape in Henan Province, and entered a new stage, Central China in the current state to promote this policy against the backdrop of the six central provinces will also attract more foreign investment in fierce competition. So, in Henan Province will compete with other provinces ,in order to attract more foreign investment.Over the years, mainly rely on foreign investment in Henan Province is given by the State's preferential policies for foreign-invested enterprises, in order to attract foreign direct investment, through the establishment of development zones, tax breaks, free land-use, low-cost transfer of state assets, rights and other means ,make the country's foreign investment preferential policies to the limit. Currently, the state has granted preferential policies for foreign-invested enterprises face the changes, especially China's accession to WTO, Development Zone in the past have relied on policies to attract foreign investment advantages will cease to exist, giving rise to attract foreign investment strategies of innovative thinking. So how to further attract foreign investment must be thoroughly studied. This paper aims to attract foreign investment in Henan Province and the current status of the problems brought about by competition be introduced to discuss the strategies proposed to attract foreign investment in Henan Province, Henan Province, in the fierce competition to seek greater development.
