A Study Of Countermeasures Applied To Attract Foreign Direct Investment In Henan Province

With the rapid development of economic globalization, and the deepening of the international division of labor, foreign direct investment (FDI) plays an increasingly important role in a country or region’s external economic ties. At present, China is one of the countries which attract most abundant foreign direct investment in the world. The foreign direct investment it attracted bring capital, advanced technology and management experience into china. As an inland province, Henan province’s extroversion of the economy is relatively a low, its growth rate of export-oriented economy is slow. Those two problems have become a bottleneck which restricting the rapid growth of Henan’s economic and the construction of Central Plains Economic Zone. Under this background, a comprehensive analysis on the issue that attracting foreign direct investment of Henan province has provoking theoretical and practical significance.The research object in this article is the foreign direct investment province, and the guiding theories consist of International Capital Flow Theory, International foreign direct investment theory and scientific development theory, at the meantime, analytical methods used in the research are a combination of documentary research, theoretical research and empirical analysis. Take the investigation in current situation of the application of foreign direct investment in Henan into account, this article mainly analyses the problems existing in the progress of attracting foreign direct investment, as well as in the weakness of governmental policies. At the end of this article, some propositions and countermeasures raised to promote the application of foreign direct investment from the aspect of boosting the construction of Central Plains Economic Zone.This article can be divided into four parts in general:The first part, the main contents include the background and significance of this study, review of existing research, research methods and theoretical basis and innovation of this study constitute the main content of introduction. The second part, a broad analysis of attracting foreign direct investment of Henan Province. In the first place, this part gives a comprehensive description of geographical location of Henan Province. At the same time, by reviewing the development of attracting foreign direct investment and analysis the structure of foreign direct investment of in Henan, we can thus conclude the characteristics of foreign direct investment in this attract rapid growth insufficient total amount, and imbalance invest structure. At the second place, considering the environment of attracting foreign direct investment in Henan, this attract analyses its advantages and disadvantages in attracting foreign direct investment, thus lead to a conclusion that its beneficial advantages and unjustified system as well.The third part, problems existing in the application of foreign direct investment in Henan province. Foreign direct investment in regional imbalances in the distribution of the industrial structure is not balanced to the small scale of foreign investment, the quality is not high and the low level of foreign investment management, to drive economic development is limited, and of Henan Province to attract foreign direct investment, and the analysis of their cause.The fourth part, combined with the actual situation in Henan Province, some measures are proposed to promote attracting foreign direct investment and further improvement of the investment system in Henan Province.
