Energy is not only the basic conditions for human survival, but also an important material foundation of economic and social development. In the face of the challenges of resource shortages and environmental capacity constraints, one of the core competitiveness of countries, nations and industries in the 21st century is the on the performance in the effective development of renewable energy utilization. Currently, countries all over the world are increasing efforts to develop renewable energy and biomass energy attains much attention for its safe, reliable and mature use of technology. While China is in the middle of industrialization, the transformation of economic development mode, building a resource-saving and environment-friendly society are the best interpretations on practicing the scientific concept of development. Development of renewable energy can not only change China's energy consumption structure that is nowadays highly dependent on the coal, but also is the only way to build a socialist ecological civilization and achieve sustainable development.In this paper, take Huanggang as an example, from the more micro-perspective to specify the sustainable development ideas in the county economic development and utilization of renewable energy sources. According to energy consumption and associated environmental problems caused by Huanggang economic growth, this paper summarizes and learns the renewable energy policies from developed countries. After using SWOT method to make city's strategic analysis on renewable energy devel- opment ,the author argues that nowadays Huanggang development of renewable energy remains a lack of strategic understanding, is a serious shortage of development funds, an industrial structural imbalance, a poor management and a serious shortage of qualified personnel, and have many other obstacles. But there is a great potential for renewable energy development in Huanggang and the government needs to actively support it. Then, this paper uses FAHP method to order the wind, small hydropower, solar, geothermal, biomass development in Huanggang by their developed order and gets the conclusion that Huanggang should focus on developing biomass and small hydropower and develop wind energy selectively. Although Huanggang's geothermal resources and solar energy resources have smaller weights, but both of the energy developments and utilizations are the future direction of development.Above all, Huanggang's development of renewable energy use, on the one hand needs to establish a government-driven renewable energy system in macro, on the other hand, needs to develop a probable renewable energy suited to Huanggang in micro. Only in this way can Huanggang successfully change from a resource city to an integrated city and solve the contradiction between energy supply and demand of energy and achieve ecological and economic sustainable development.The innovation of this paper may be the following aspects: First, from the micro-perspective to specify the relationship between energy and sustainable economic development of the county, and the research on renewable energy and sustainable development of small cities not included in the current literatures. Second, use fuzzy hierarchical analysis to sort order in Huanggang renewable energy development, and compared with the general level analysis it takes human factors into account, while avoiding the defects that general level analysis will complicate the simple problems.
