Study On The Problems And Method In The Project Management Of WenChuan Post-Dsaster Restruction

In recent years, global natural disasters, earthquakes, tsunamis, hurricanes and other natural disasters constantly took place, and great disaster was brought to people's production and life. Post-disaster reconstruction became the countries's first priority after experiencing the disaster. Post-disaster reconstruction project management problem has become one of the important contents of post-disaster reconstruction work.Countries had some practice and research on post-disaster reconstruction project management problem.Many earthquakes have occurred in china. The earthquakes ,such as 7.8 earthquake in tangshan on july 28,1976,and 8.0 earthquake in wenchuan on may 12,2008,are quite daunting. The problem,how to restore the people's production and life,has been to the principal problem after the great life rescure.After "5.12 earthquake of wenchuan", post-quake reconstruction were asked to complete in three years or less time and to strive to exceed the level before the earthquake by the goverment. The great post-disaster reconstruction was an unprecedented event in the Chinese history. Post-disaster reconstruction project management also met with unprecedented problems. The problems,how to promote the progress of the project smoothly,how to make correct decision,how to excute properly and how to supervise effectively,put forward a new thinking and challenges for the government,who plays a leading role in the Post-disaster reconstruction.Based on the study on the project management results of the foreign similar post-disaster reconstruction, foreign post-disaster reconstruction project management experience and enlightenment were systematically summarized. According to the actual post-disaster situation of wenchuan county and the author's post-disaster reconstruction work experience in more than two years, the present situation of wenchuan post-disaster reconstruction project management was described, the problems and causes of the post-disaster reconstruction project management were analyzed. With the leading role of the goverment, some countermeasures were put forward for the post-disaster reconstruction project management ,and some suggestions were put forward to clear the government responsibility orientation.
