The reconstruction of new county Beichuan brought unprecedented changes to its economic and social development. New county's relocated rebuilding has achieved great success. However, as a spatial carrier and substance dependence of earthquake victims, it will become new hotpot in the study of the human living environment change and inevitably suffer multi-field, multi-disciplinary, multi-angle judge. Summarizing current reconstruction existing real problems has great realistic significance. But there are no government agencies and scholars have analyzed above points in an intensive and systematic view. Most of them were blinded by its achievements or just discussed it in generalities. It is difficult for them to see the real problems.The reconstruction of new county has strong uniqueness. The new site has been chosen after full consideration to its safety, public willingness as well as long-term development. It established sided reconstruction mechanisms and special taxes, transfer payments, funds policy and other incentives; on the basis of national planning, it developed a comprehensive rebuilding plan which set a clear strategic orientation and divided periodical targets of economic and social development; it also build a complete organization and implementation system, including coordination mechanism, enforcement mechanism, synergetic mechanism, supervision mechanism, consultation mechanism and so on. In the past seven years, new Beichuan rebuilding has achieved good results, such as the improvement of living condition, the enhancement of public service, the optimization of the infrastructure, protection of environment, the inheritance of folk culture. Wherein, political support, cautious site selection, favored policies and forward planning are the key elements and basic experiences of its success. However, there are also some issues that can't and shouldn't be ignored. Continuing capital supply crisis, lack of public participation, incomprehension to public needs, management dilemma and redundant construction appeared in the process of new Beichuan's reconstruction.Therefore, in the future county construction process, more attention ought to be paid to following aspects:diversified construction funds channels should be further explored; innovative urban management model should be discovered; supervision and performance should be strengthened and improved; construction in social dimension should be stressed; relevant legal system should be perfected.
