In the modern era of knowledge economy today, business organizations and human resource management is rapidly developing, is also facing multiple challenges. Human resource management which must grasp the key, but also the biggest test, that is, knowledge work and knowledge workers gradually become the main value creation. Traditional knowledge workers and employees is reflected in many ways different, such as the nature and basis of job, job work content, job qualifications, responsibilities of, and coordination of internal and external relations. This method of job analysis and have raised new questions. If a business does not attach importance to the importance of job analysis, can not build the system to analyze their organization concluded not to their effective use of human resources. Compared with the more complete theory, practice, job analysis and job design in human resources management should not play a fundamental role, and its value has been diluted. Position Analysis in general there are several problems: thinking is not the system, and lack an overall view; can not adapt to the overall business strategy and organizational processes; important result, light process; re-description, light analysis; post analysis of the implementation of the delay, resulting in job the purpose of analysis and method of touch.Center of Heilongjiang Mobile network optimization as an enterprise established on the basis of the original departments of the new department had no standard position design, the existence of their current positions for five issues, namely, the requirement of staff positions is not clear, job authority, responsibility is not clear lack of standardization of work flow design job, job responsibilities within the team is not clear, the work of communication and relationship is not clear. To enable the new department operate efficiently, and smooth in urgent need of re-analysis of the post and re-design. Research Network excellent job analysis and job center designed to improve its efficiency will provide a new way of thinking. In this paper, job analysis and job design theory, job design based on the basic content of the factors that influence job design, job design theory based on the basic methods, through qualitative methods (observation, interviews, critical incident technique) for position analysis, Centre to find out the network optimization problem positions for the cause, that there is no height positions from corporate strategy designed not to work flow analysis, using the traditional design of rigid positions, ignoring the characteristics of knowledge workers, job design such as lack of incentive . In the center of Heilongjiang Mobile network optimization based on the status of job design, select the design of incentive-based jobs, job center for analysis of network optimization and re-design, the formation positions for optimal program and its results - job description, and finally the optimization Set after the post was evaluated.Optimized based on the assessment of job settings, optimizing programs to address the Center of Heilongjiang Mobile network optimization problems in job settings, standardized set of new jobs, and for the knowledge worker characteristics, set up incentives so that knowledge workers the efficiency and loyalty to the company significantly improved, reaching the purpose of this paper. Practice in the future, the gradual improvement of the dynamic position job description and set programs to actually play a position to set the cornerstone of human resources management role, and a positive impact on enterprise efficiency. Hoped that this paper can provide theoretical and practical positions of a reference in.
