Rural Security as an important part of social Security also has an extraordinary significance. It protects the minimum standard of living and improves their lives.In the context of Urban-rural stratification in China, a large number of male migrant workers in urban, women become the main labor force in rural areas, elderly old age can not get good comfort, children's growth and education can not be normal. Compared with normal people in rural areas, they are even more vulnerable and more urgent ion the needs of rural social security. Whether Social Security has played a relevant role has become an important criterion about the harmonious of rural areas.Therefore, improving the social security system in rural areas can not be waiting to. At present, Countryside Caretakers remaining in rural areas account for a large proportion of the total rural population. Ascertain sense, the development of these people have a great impact on rural stability and social harmony. At present, the Countryside Caretakers'Social Security System personnel include new rural endowment insurance, new rural cooperative medical insurance, and the rural minimum living allowance system. Although the states have had a wide range of exploration and have done a lot of work in the Countryside Caretakers'Social Security System. However, there are still many inadequacies for the research of the Countryside Caretakers'Social Security Mechanism. The Countryside Caretakers'Social Security System are lacking of legal protection and effective supervision. Because of the problems of new rural endowment insurance, new rural cooperative medical insurance, the rural minimum living allowance system which result the Countryside Caretakers'Social Security System in poor progress.The main reason for these problems is the laws and regulations of Social Security are not perfect, the social security fund is lack of effective management, the countryside caretakers are lack of rights awareness, and Local government officers are missing the responsibility for running the Countryside Caretakers'Social Security System. By analyzing the reasons for the lack of social security mechanism of countryside caretakers, I deeply understand how to do it to help the Countryside Caretakers'Social Security System mechanism to play a greater role.I'm trying to improve from the above analysis of the existing Countryside Caretakers'Social Security System and make certain actionable recommendations. A mechanism to give rural people left behind on the guarantee. This paper argues that the social security system is only effective operation of the mechanism can play a greater role, to make life better people left in rural areas, rural society to make healthier and more harmonious Development. The realization of this goal requires promote the construction of rural social security legislation to implement, and continuously develop awareness of social participation of the countryside caretakers, I also think that we should establish and improve working conditions of the rural minimum living allowance, new rural endowment insurance and new rural medical insurance. Make sure the Countryside Caretakers'Social Security System could truly protect their interests and become an effective protection to live a better life; I also hope it could be an important example of a harmonious society.
