Based on the country, served the new city construction of modern agriculture industry, Agricultural tourism is the important content in the construction of the new rural. The development of agricultural tourism needs small investment, benefits obviously, makes full use of our abundant and agricultural resources, tourist resources and labor resources, which makes contribution to sustainable development of agriculture. Therefore, the development of agriculture sightseeing has a far-reaching significant.This paper based on literature collection, grasps the current domestic and international research and achievements on the development of agricultural tourism, clears the concept of agriculture sightseeing and reviews the research in dynamic and tourism. This paper analyze the necessity and feasibility of the development of agricultural tourism in Tai an, compared the development mode and experience of different areas in agricultural tourism by the comparative analysis. According to the actual situation of agricultural tourism in Tai an, found common in a variety of mode in agricultural tourism development and sum up the suitable pattern to develop agricultural tourism. To analyze the generate performance of the agricultural tourism development by using the quantitative analysis and qualitative analysis. To analyze the developing environment for agriculture sightseeing in using the SWOT analysis method, then point out the strengths, weaknesses, opportunities and threats in the development. By analyzing the research, the following major conclusions:(1)Agriculture sightseeing is relying on the unique agricultural projects(agricultural natural resources, agriculture, agricultural production process, agricultural facilities and equipment, and humanistic landscape), takes market as the direct, after scientific planning and design, to make a unique tourism landscape, which will attract tourists to the sightseeing, leisure, entertainment, participation, experience and learning activities and new forms of tourism.(2) Comprehensive foreign researchers, the theory of the development of agricultural tourism experienced three stages: origin stage, stage and rapid development stage. Comprehensive domestic research theory, the author believes that the agricultural tourism can be divided for budding, formation and popularization.(3) The author thinks that the main characteristics of agricultural tourism in the following aspects: the productive and participation, seasonal and regional, economic and marketable, culture and scientific, appreciation and entertaining.(4) The significant of agricultural tourism: promoting the adjustment of industrial structure; advancing urban-rural integration, solving the contradiction, forming a new economic growth, improving the ecological environment.(5) As more developed tourism city ,the development of agricultural tourism in Tai are more rapid, economic benefit and social benefit which increases farmers' income and promotes the development of rural economy. By 2010, has formed 12 agriculture sightseeing demonstration centers, formed the green food -- sightseeing demonstration base of vegetables. At present the typical model of development included: modern sightseeing agriculture mode, experience - participation patterns, folk tourism mode.(6) According to the present situation of agricultural tourism development in Tai an, the paper uses the SWOT analysis. Advantage: location advantages, resources advantage and policy advantage. Disadvantages: the level of the product development is low, service level is low; the macro management is not sound. Opportunity: policy, the readjustment of the economic structure and change tourism opportunities. Threat: adjacent areas, blind competition threat of development, urban villages.(7)In the development of agricultural resources Tai an should follows:adjust measures to local conditions, sustainable development, market orientation, economic benefit, gradual, reasonable development etc. Puts forward some countermeasures for the problems in the development process: make scientific planning, the leading role of government, the prominent regional features, strengthen theoretical research and strengthening the ecological consciousness.
