Well testing engineering project is the essential and important part of exploration and development oil and gas fields. It can obtain formation pressure, temperature, yield, fluid property parameters during or after drilling through a series of technological measures, define oil or gas reservoir productivity, industrial value, reserves by comprehensive analysis, evaluation, and explanation, provide the basis for reservoir evaluation. The project is the systematic project with complex process and complicated working procedure. It contains engineering design, the drifting, well-flushing, reservoir protection, perforation, well pulling job, fluid induced, fracturing, acidification, pressure measurement, temperature measurement, sampling, well testing evaluation, completion and so on many kinds of process. It need various processes combination to get design requirements data for each geological layers, and each procedure need various related professional personnel and equipment work jointly., sometimes even synchronism finish. So the whole project is difficult in organization, coordination, it needs party a, party b and related parties to ensure the whole project is closely cooperate with progressing smoothly.With its own special industrial property, well testing engineering project belongs to high risk industry. Therefore its project quality management has its own features. Currently the most of Chinese oil companies are state-owned enterprises and its unique management system determines its unique quality management and control mode.Well testing Engineering Project in Daqing Oilfield is mainly contracted by Well Testing & Perforating Service Branch of Daqing Oilfield Co., Ltd. The branch was build in1982, it is the only professional technical service branch in Daqing Oilfield that can do well testing, production wells perforating, new well completion, and special wells service. Through the import , study,and years of scientific research, the branch made great progress. It has MFE,APR and inflatable drill stem testing technology that is suitable for casing hole and bare hole,the ground measurement technology, DST/TCP combination technology, fixed string two layer fracturing,drainage integration technology, two layer separately testing,synchronous oil pumping technology, wire line(steel wire)well test technology, etc. It also has electronic computer and network as the core of the earth surface automatic acquisition and wireless transmission technology, realizes from bailing, swabbing, gas lift as a representative of the traditional method to well testing ,electronic pressure gauge, computer application, as a representative of the science of oil technology advance. The branch passed ISO9002 quality system certification in 1998, revised the system according to ISO9001: 2000 standard version in 2002, introduced HSE (Health, Safety and Environment) management system in 1999 and passed ISO14001 environmental management system certification in 2002. In 2006, the branch integrated the three management systems and implemented the QHSE management system. With the series of comprehensive certification systems, employees greatly enhanced the quality awareness. And total quality management of the branch entered the new level and achieved good results.Well testing Engineering Project is characterized by long cycle, more demobilized personnel and equipment and larger cost input. If quality problems occur in the project, the loss is irreparable. Therefore, quality management and quality cost control is of significance to the company. And quality management is always the key improvement goal of the company.In this paper, reasons of potential problems in quality management on well testing engineering project in Daqing Oilfield are analyzed closely and total quality management was studied. And the correlation between total quality management and ISO9000 series of standard certification as well as wide application of PDCA cycle working procedure in well testing engineering project was clarified. At the same time, the impact of human factor on the quality of testing oil project was emphasized. In addition, measures and recommendations as well as working methods and ideas were proposed for the continuous improvement of project quality management to promote the continuous improvement of its existing management system and ensure that the well testing engineering project can fully meet the needs of exploration and development of Daqing Oilfield.
