In the background of low-carbon economy time, Rural tourism as a "smokeless industry " is a low-carbon industry in the rural economy, it is more popular. With the vigorously development of Rural tourism, A lot of problems came up. It is need of theory's guidance urgently.This paper on the basis of domestic and abroad theories and practical researches in rural tourism, combination of Xinmin City, Liaoning Province, an empirical study of rural tourism development, analyze the present development, including development history, features,discipline Thoroughly,and use the SWOT analysis method with systemly research,find out the promote factors and constraints factors,then proposed the development Strategic direction and advices.This paper is divided into five parts:The first chapter is an introduction, introduce the research background, the significance of the topic, research objectives, research methods, technical route,and research situation. rural tourism in home and abroad.The second chaper defines the concept of rural tourism and theoretical review, to define the concept of rural tourism, describes the successful development models,anlyze the related theories,to provide theoretical basis for rural tourism.The third chapter is empirical research to Xinmin rural tourism at present,systematicly study the development history,current situation,development characteristic,development law, distribution of rural tourism resource.The Fourth chapter is the SWOT anlysis to Xinmin rural tourism, through systematic analysis of rural tourism,define its own strengths and weaknesses, external opportunities and threats, find out the promote and restraint factors.The promote factors including the strengths and opportunities,the restraint factors including weaknesses and threats.The fifth chapter is the strategic guidance and suggestions for rural tourism development of Xinmin City, proposed strategic direction of rural tourism development,and raise corresponding suggestions for the restraint factors in Xinmin's rural tourism development. Finally, the concluding part of the paper, there is a summary of the study concluded.
