Research On The Opration And Management Mode Of Regional Integration Of Regulation And Control

In the period of 12th Five-Year Plan, the overall size of the domestic power grid has undergone tremendous changes, grid operation has been steadily improved.And it has maintained a safe and stable operation for many years.Grid scheduling control is directly responsible for the whole grid. The level of management, of the business flow, of the workers’operational capacity, directly affects the overall safe operation.management standards under the jurisdiction of the grid. After effort in many years, the two-level scheduling in grid operation and management structure established, technology management, personnel training, professional management has achieved fruitful results. The improve has played an important role for the safe operation of the power grid and the realization of the company. But with the deepening of reform and changes in the external environment, grid operation should put forward higher requirements, more professional management, and more operation and control of the power grid. Problems and deficiencies about unified regulatory management and circulation of the core business uniform still need to be further improved.In this thesis, we collect the status quo about grid operation and management model at home and abroad to study the various countries’ organizational structure and related theory of organizational structure. In the analysis of the advantages and disadvantages,and in the comparison of scope of several grid operation and management mode, we combine four aspects of the status quo about related business processes, human resources, technical support and management, with the A power grid. Dependent on above analysis, we propose targeted optimization measures and try to optimize the overall implementation. Taking A power company for example, we evaluate and summary after the pilot implementation. It is proved that the implementation can effectively shorten business processes, improve the efficiency of the power grid operators, ameliorate the technical support system and enhance the quality of management. It forms a relatively complete operational management.
