With the development of technology and the expansion of enterprise scale, thecomplexity of job descriptions and organization structures grows and humanresources become more and more important as individual. Strictly speaking, havingtalents is the key to win the success of future. There is an unavoidable issue that theenterprise managers must confront now: how to recruit key persons, and provide thepromoting conditions for them; how to keep the key persons’ willing of staying towork, and to avoid them abandon the occupations in favor of other rivals. In themeanwhile, how to develop its own key persons of working effectively and efficientlyis another concerned issue.This article summarizes the status of research and development about personneltraining and development management in the areas of human resources at first. In thenext, it illustrates the summaries, features and basic management methods of training,performance and performance management, promotion and incentives separately onthe basic of the theories of human resources. Moreover, the research about the role ofpersonnel training and development in modern companies is included.This article illustrates many problems like the status, origin, personnel trainingand development operating mechanism and efficiency analysis, except for thedescriptions of the relevant principles on employee development. Base on theemployee training system’s characteristic and its significances for enterprises, it usesmany research ways such as interviewing, survey, comparing.etc overall. Must to say,its flash point is quoting cases to seek the function of personnel training anddevelopment in modern companies, and in the view of management and employeediscovering the procedure of employee training system—establishing, processing andconducting. It introduces C company’s situation including HR allocation, existentquestions and these questions’ origination in details, using the relevant theories abouttraining, performance, promotion and development, the development strategy ofcompany combined with, and put forward to the basic principles, integral thinking andmethods of designing and structuring C company’s employee training system.Specially, there is a creative design on the aspect of training, performance andpromotion. At last, it concludes all research’s outputs, appraises the effect ofemployee training system, and pave the way for latter research and pushing interemployee training and development.
