High technology industry development is an important index measure of national competitiveness, and r&d category personnel is the power for the development of the high-tech industries. To ensure and improve our scientific a competitive advantage, besides must outside the resources needed for investment, the key is to have the strength of developers. State-owned enterprise especially manufacturing enterprises in technological high-speed development, how innovative dominate the market under the new situation of the continuous development and foothold, independent research and development of core technology, manufacturing products, to really improve the state-owned productive enterprise technology innovation ability, the technical research and development ability, make science and technology innovation rapid transformation into productive forces, with innovative upgrade products to occupy the market, is troubled firmly the biggest problems of state-owned enterprise leaders.This article through to the state-owned enterprise developers work features of detailed analysis, focusing on its outstanding problems began research, drawing lessons from international advanced integrated product development (IPD) management process at home and abroad, the core idea of performance appraisal methods of using mainstream-balance score card (BSC) and key performance indicators (KPI) assessment technique, design a suitable for state-owned enterprises R&D personnel performance appraisal system, its design expression of staff personal, team (department), between enterprise performance causal chain management, based on the individual, the department performance assessment realize enterprise overall performance, ensure enterprise goal realizationA enterprise performance evaluation system design abandoned the design of fixed cycle measures, and with R&D project cycle, keeping the performance management principle, to ensure this set of performance evaluation scheme being practical, with R&D personnel characteristics. The goal of this design is for modern state-owned enterprise research and R&D person performance evaluation provides guidance of some thoughts and methods, to solve the most state ownership modeling enterprise research and development personnel work, and for the same type enterprise performance evaluation of optimizing provided some enlightenment and reference.
