As the core of the human resource management, the human resources allocationdetermines the success or failure of an enterprise. To achieve a reasonable allocation ofhuman resources, taking the advantage of the human resources potential fully, is an importantissue in the human resources management. Whether the human resource allocation of awholly state-owned enterprise is reasonable or not will have a huge impact on its short-termperformance or long-term development. Therefore, enough attention should be paid such assuitable people in proper position, dynamic optimization, seek to solve human resourcesoptimization allocation problem through the best way. Try to make position matching personto reduce internal waste, maximize the role of human resources. These would promote theenterprise’s sustainable, stable and rapid development.This article firstly analyzes the problems of human resources allocation in state-ownedenterprises as well as their factors, then explores the goals and countermeasures for thewholly state-owned enterprise. With these basis, the paper introduces the problems and itscountermeasure of the case analysis of the wholly state-owned enterprise human resourceallocation. The author also proposes some reasonable and optimal allocation measures ofhuman resources as well as corresponding suggestions.The paper aims at innovating the goal and its procedures of the wholly state-ownedenterprise. Taking the wholly state-owned enterprise as an example, the paper research theproblems and and its measures of optional allocation in state-owned enterprises. These provide reference for optional allocation in Chinese state-owned enterprises and promotes itsreasonable and efficient development.
