It is very important to make the economy system reform of state-owned enterprise develop in depth more and more in order to vigorously the Northeast Industrial Base. Accompanied with the progress of the construction of the modern enterprise system, it has become an essential essay concerning the development of the economy in northeast of China that how to give full play to the effects of human resources which is the most active and initiative factor of all the production factors.The article begins with the basic theory of human resources and defining the development and management of human resources in state-owned enterprise. On the basis of analyzing the status quo, problems and reasons of the exploitation and management of human resources in state-owned enterprise in the Northeast Industrial Base, it tries to seek reasonable ways and means of the exploitation and management of human resources in state-owned enterprise to cope with the challenge of economy globalization and entering WTO, to fit for the demand of socialist market, to quicken the development of economy in northeast of China.
