"The Decision of the Central Committee of the Communist Party of China (CPC) on Some Major Issues on Promoting the Reform and Development of Rural Areas" passed at the Third Plenary Session of the 17th central committee of the CPC has clearly stated a unified urban-rural construction land market should be gradually established and a series of relevant regulations were stipulated for this. To establish a market which unifies urban-rural construction land market will be one of the important measures of land management system reform in China and important directions of rural land reform in China, and will provide an opportunity and point out the direction for the rural collective construction land entering market and establishing unifies urban-rural construction land market. As, to establish a market which unifies urban-rural construction land market will surely become hotspot and emphasis of the land system for the future. Therefore, the paper, taking Chongqing as an example, elaborated the problem of unifies urban-rural construction land market, and achieved following results:(1) Taking Chongqing as an example, the existing problems were, the low efficiency of rural-urban construction land use, segmentation of rural-urban construction land use and lacking interactive platform of potential rural-urban construction land.(2) To establish unifies urban-rural construction land market needs having solid theory basis and favorable policy background, and it is critical link of the construction of modern market system and essential requirement of modern market system. In this process, connotation of land price should be determined.(3) In the establishment of unifies urban-rural construction land market process, some obstacles factors, such as laws and regulations and land management system, missing safe guarantee system of farmers' life, amphibolous rural collective construction land ownership, the complex soil and revenue distribution, will face with.(4) On the basis of realization route of unifies urban-rural construction land market, its function orientation should be explicated and to realize land market with two property rights and one unity.(5) To make effective implementation of unifies urban-rural construction land market, relevant operating mechanism and service system should be establishment. And the former consists of price mechanism, supply-demand equilibrium mechanism, market trade system and macro-control mechanism; the latter includes market service agency system, market control and management system, urban-rural standard land price system, information announcing system and legal, rules and regulations system.
