The forest tourism develops comparatively fast currently and has a higher popularity among tourists. The advocacy and wide spread of the eco-development of forest tourism have become the current global trend of green tourism consumption. Our country has a short history of developing eco-tourism and forest eco-tourism. There are lots of deficiencies and problems in the development of forest eco-tourism whether theoretically or practically. And the study of every aspect is still at an elementary exploratory stage. With the progress of our society, the expansion of economy and the improvement of laws and regulations, the public participation has become a kind of the concept of people and it plays a more and more indispensable role in the guarantee of the most optimum distribution of resources.This article summarizes the background of public participation in the development of eco-tourism and studies the relevant issues both home and abroad. On this basis, this article adopts varieties of research approaches, including literature review, system analysis method, model mathematical analysis, comprehensive empirical analysis and canonical parse. It also takes different means, such as fieldwork, interview and questionnaire research, to analyze and collate systematically the relevant theoretical frame of the conduct of public participation in the eco tourism. It constructs a system which is mainly about the influencing factors about public participation in forest eco-tourism. It explores the methods of the realization of effective public participation. And it takes the case of the forest eco-tourism of Jinyun Mountain, located in Chongqing, to do exert empirical research.This research mainly includes the following several parts:1) The foundation research. This article summarizes the headway about public participation in forest eco-tourism both home and abroad as well as the existent inadequacy. Also, this section elaborates theories about sustainable development, interest subject, social exchange and other relevant ones. It also expounds the studies about public participation in forest eco-tourism in these theories. By combining the characteristics and specific realities of the public participation in the development of forest eco-tourism, the primary contents of it has been analyzed and summarized systematically. It mainly includes the discernment of the behavior subject, the definition of the contents of the act, the classification of the behavior type and the division of the behavior stages. The research frame of fundamental theory about public participation in forest eco-tourism has been built on the above-mentioned measurements. At the same time, they also provide theoretical foundations for the study of this article.2) Public participation influencing factors analysis is one of the main research contents of this paper. Based on the theoretical foundation, this paper summarized and analyzed in forest ecological tourism of public participation in behavior in the main influencing factors. Behavior from the impact of public participation, respectively, the subjective factors (including basic knowledge, capacity, identity, attitudes, etc.) and objective factors (including the Government's policy framework and public participation in environmental, etc.) to discuss the two angles. After the building for the public participation in forest eco-tourism behavior provides a theoretical basis of mathematical models.3) Case study stage is a key part of this paper (the fifth chapter to the seventh).
