In recent years, with the deepening in reform and openness and the acceleration of urbanization, the use of nonagricultural constructive land is steadily increasing and the scale of cities and towns is constantly expanding. The contradiction between humans and land, which is caused by the increase in economy and population, becomes more and more prominent. Since land is a non-recyclable rare resource, it becomes a great subject and a realistic problem to coordinate the economical, social and ecological interests involved in land use and to take the path of sustainability. The city of Huainan is a renewable energy city which is prompted by coal, electrical power and industrialization. The development of energy helps to accelerate its industrialization and urbanization, but at the same time inevitably leads to the contradiction between the expansion of the constructive land and the shortage of agricultural land. Meanwhile, the mining of coal brings great threat to the living environment and also the lives and properties of the people here. Therefore, it is necessary to find out a way to reclaim rural residence in different natural and economical situations in order to release the shortage of constructive land, intensively use the rural residential area, restore the ecological environment around the mining sites and protect the lives and properties of the people.Based on the researches of the rural residence in china and abroad and the studies of the related theories, this dissertation is designed to analyze the current situation of the rural residence in the city of Huainan, its features of spatial changes, the potential and driving power of the its reorganization, the clustering partition of the 44 cities and towns,3 sample villages and the mode for the organization of rural residential sites. The main chapters of this dissertation are presented as below:In the Chapter3, the analysis methods of field investigation and ArcGIS software are applied to summarize the fields and spatial features of its rural residence. It shows that during 2004 and 2009 there is a prominent regular pattern for the changes of the rural residence, which is mainly represented in:the relatively prominent expansion along the towns; the large number and relatively concentration of the new residence along both sides of the roads; the irregular expansion of the new residence; the coincidence of the reduce of rural residential sites and the reclaiming and collapsing areas.In the Chapter 4, the potential of its residential reorganization in 2020 is measured as 9318 hm2 by the standard of the residential construction law and urban system planning law. During the analysis, its driving power is analyzed through the following aspects:the construction of new rural area, the contradiction between the shortage of land reserve resources and the increasing demand for constructive land, the speeding of urbanization, the demonstration project of the constructive land and the urgency for the rural residence organization.In the Chapter 5, the following 8 indexes are systematically clustered by Spss 17.0:the density of its population; the average area, density and size of its rural residence; whether reclaimed; the distance from the central city, and the scope of collapsing areas. In order to emphasize the features of the collapse, on the base of clustering partition, the 13 towns which are accounting for 20% of the administrative areas are further classified into coal collapsing reclaiming areas, and the other towns are divided into fast-developing urbanizing areas and agriculture-dominated areas.In the Chapter 6, on the base of comprehensive division,3 typical areas are selected:Liuji village of Jiagou town in Panji region are selected as the sample for the coal collapsing reclaiming area, Shizui village of Tangshan town in Xiejiaji region for sample site, Waliang village and Wangang village for agriculture-dominated area. Finally, as for the three distinct organization models, the differences are shown by comparing seven aspects, such as financial method, investment intensity and settling models.In the last chapter, aiming to solve the problem of great demand for the funds of coal collapsing reclaiming area, this dissertation suggests that this kind of area should be dominated by government, the land fund benefits should be used repeatedly and the function of market should be performed; as for the other two types of areas, the advices are proposed in the aspects of enhancing the plan of the central village construction, prompting the connection of the city and town constructive land index and marketing operation models, the forming of citizen participation mechanism and the insurance of the reasonability and validity of property rights.The reality of this dissertation is assured by applying the latest research data and maps of the city of Huainan and referring to the relative social and economical indexes of the statistical yearbook in 2010.
