The Problems And Countermeasures Of Rural Subsistence Allowances System Research Of Huainan City

The rural minimum living security is an important pillar of social assistance system. At present, under the new situation of population, employment and reform in rural area, it plays the role of stabilizer and social-protection net. Establishing and improving the rural minimum living security system is the important measure to solve the problem of rural poverty population, and is also the important content of establishing social security system covering urban and rural areas. With rural minimum living security upgrading the level and expanding coverage increasingly, people gradually understand the social assistance policy in a deep way. There are some problems exposed during the operational process. These problems are not only the key and difficult problems which social assistance work focus on, but also becoming the hot topic in the whole society.In 2005, Huainan city in Anhui province took the lead in establishing rural minimum living security system. This paper takes the case of Huainan as an example. Firstly, there is an overview of rural minimum living security system of Huainan city and its development course, which provides fundamental basis for the paper writing; Secondly, the paper describes objectively the current situation of the rural minimum living security system by data analysis; Thirdly, by site visits, field investigation, the paper analyzes problems and reasons which exist in the process of implementing rural minimum living security system in Huainan city; Finally, the paper put forward to perfect rural minimum living security system.
