A Study Of Chinese Minority Regions' Tourism Circular Economy

Vigorously developing tourism circular economy is the desirability of applying scientific outlook on development and creating "a resource-conserving and environmentally friendly society". Minority regions making an effort to develop tourism circular economy has a very important meaning for using theirs lies resources rationally, maintaining harmony between human and nature and promoting the economic and social sustainable development. The Bai Autonomous Prefecture of Dali is area where the Bai national live in compact communities and has the most number of key units of cultural relics protections and the richest natural tourism resources in the all prefecture autonomous. Since the Third Plenary Session of the 11th Central Committee, especially in recent years, the tourism industry has gone through great development, which is the precondition for Dali to develop a tourism circular economy system. The cycle economy is the new economic development mode, the normalization of the technical revolution under a new era, and is an ecological based on the economic entities. At present, the cycle economy has been applied in the construction of eco-industrial Park, the ecological agricultural zone and eco-cities, etc. However, the application in the tourism industry is quite rare.Tourism industry is a very important domain of the circular economy and its major medium. The development of circular economy in tourism industry is beneficial to the sustainable development of the tourism industry and development of circular economy in the minority nationality regions in a broader sense. It is good for the development of Yunnan Province and other minority regions to explore and study Dali tourism circular economy and set a new tourism circular economy outlook on development and it will be revealed and learning.This paper takes review on circular economy researching between china and foreign country as premises, and it aims to explore the ways of developing tourism circular economy in the minority regions. So this study follows the logical:Chapter one describes the papers in the theoretical basis, including cyclical economic theory, theory of tourism sustainable development, and the cycle of economic theory. The second chapter analyses advantages and disadvantages of the development of the Dali cycle economy, and the factors of the development of the Dali cycle economy. The third chapter analyses overall requirement and the basic ways of building the Dali cycle economy.Generally, developing the tourism industry, Dali should raise their awareness and improve their minds. Constructing a power system should involve the orienting of the Dali government, the active participation of the business circles, the driving of the modern market, and the participation of the public's, an operating system which relies on the active participation of the Dali government, all the tourism enterprises and institutions, tourists, tourism industry associations, environment protection institutions and department of involved industry, and a supporting system cooperated by policy and law, technology, education and training, supervision and evaluation. Dali tourism circular economy is aimed at a leap-forward development, which is based upon efficient usage of resources, minimization of the damage to environment, effective protection of the ecology, coordination of different interest subjects, integration of three benefits, and sustainable development of tourism.In the sight of Dali developing tourism circular economy, we can get some inspires as following:firstly, we should deepen concept of the importance of developing tourism circular economy; secondly, we should improve the coordination mechanisms of developing tourism circular economy; thirdly, we should strengthen the macro-guidance of the overall planning of tourism industry development in the minority regions.
