Research On Building Circular Economy System Of Tourism In Heilongjiang Province

In recent years, tourism in Heilongjiang province has developed a lot. It has an increasinglyimpact on the economy of Heilongjiang province. Besides, its share of the tertiary industry and theoverall economy is becoming higher and higher. However, there are also many seriousenvironmental crises. Therefore, it is time to carry out sustainable development of tourism. It is thebest way to achieve sustainable development of tourism by building circular economic systems oftourism, which makes the environment as intemal variable of economic growth of the tourism andtakes both the economic growth and environmental protection into consideration.Now most of the cities in our province are starting to build circular economy park of tourism,and some of them has achieved certain results, such as Haerbin, Daqing, Qiqihaer, Mudanjiang andso on. However, there are many factors-including ideas, capital, talent, technology and so on-thatrestrict their developments. Therefore, there must be some corresponding evaluation index systems,legal systems, policy systems and technical systems to support the development of circular economyof tourism. Only by building circular economy systems of tourism-which is scientific, reasonable,timely feedback and clearly demonstrated, shall we have a better way to develop circular economyof tourism. Since there have been few studies on building circular economic systems of tourismhome and abroad, this paper has great significance both in theory and reality.Based on a comprehensive analysis of the development of the circular economy of tourism inHeilongjiang province, this paper builds the circular economic systems of tourism, which strictlyobserves the principles of economic cost, eco-efficiency, friendly environment, system, science,practicality, dynamic and stability. From chapterⅤchapter toⅧ, the paper builds the systems infour aspects. They are evaluation system, legal system, policy system and technological innovationsystem. There are also some research methods to be used during the establishment, such ascomparative analysis, field survey, CGE, analytic hierarchy process and so on.
