Research On Sustainable Economic Development Of Minority Nationality Regions In Qilian Mountain Reserve

Minority nationality regions are China's major ecological barriers and special water protection zones. However, for a long time, the development strategies influenced by the traditional thinking in minority nationality regions has ignored the minority characteristics and heterogeneous isomorphism balanced development and deepen' the dependence on natural resources of regional economic development. Therefore, how to handle this principal contradiction between economic development and ecological protection to achieve sustainable economic development has become a major strategic issue in minority nationality regions.Minority nationality region in Qilian Mountain Nature Reserve has integrated features with fragile ecological environment, diversiform national cultural and low socio-economic development. Based on the particularities of economic development in minority nationality regions, applying the multi-dimensional research perspective and basic concepts related to the economic development in ethnic minority areas, beginning from objective situation of regional natural conditions, economic conditions and social development, the paper analyzes the basic characteristics, forming reasons and consequences of the strategy influenced by the traditional thinking, and puts forward the viewpoint that sustainable development has become strategic choice of the regional economic development. Then, localized in Sunan Yugu Autonomous County as a typical case, the paper carries out research on the basic conditions of socio-economic development and analyzes the households income, household expenditure, production and business activities of the farmers and herdsmen living in Sunan.Afterwards, the paper puts forward the basic strengths and multiple constraints existing in sustainable economic development in minority nationality regions of Qilian mountain natural reserve. Finally, based on the regional characteristics, the paper presents the basic ideas, development priorities, industrial layout of realization of regional sustainable economic development; at the same time, the paper also tries to propose a number of safeguard measures:promote economic industrial structure upgrade, optimizes regional industrial layout, strengthen regional system mechanism innovation, improve management and construction of the reserve, speed up the "two types " social construction, accelerate comprehensive development of the population, implement scientific and technological innovation strategy, innovate regional national culture industry and enhance the level of poverty alleviation.
