With China's rapid development, information technology (IT) already becomes one of the most active areas that science develops at present,it has not only made the innovation of conventional industry product in countries,promoted the development of production,advanced the competitive advantage of enterprises,but also has pushed forward world economy's development with the high speed.IT technology is gradually being recognized and used, along with IT technology and modern business of mutual integration, enterprise management style has also changed:in the past throughout the product design, production, sales, and service the whole process of operation, the development of become a co-operation between enterprises and the synchronization process, the collaboration between enterprises in the process played a crucial role in e-commerce. The reason that e-commerce is different from other IT technology is the inherent high-effect of network technology and interactive merit of information in addition to the combination of technology means and manage thoughts,especially the relationship in cooperation among firms. In the age of electronic commerce, companies can not just concerned about their monthly competition between other companies but among themselves through e-commerce resources, together with partners, through the construction of e-commerce platform, and thus form a cooperation between enterprises e-commerce capabilities, the only way in an increasingly competitive market with partners to achieve win-win situation. The impact of electronic commerce on business not only in business sales form newer, more strategic level also marks the company has grown from a single access to the market over the past turned to competitive advantage through business cooperation with partners to achieve common benefits. It will design to business and collaboration among partners, through the rational allocation of resources, integration of enterprise applications inside and outside, thus improving inter-organizational processes for rapid responsiveness to customer needs. Therefore, how to integrate and use IT resources to form a variety of business cooperation between enterprises the ability to e-business e-commerce development become a hot issue.This research is based "e-commerce value creation process model" from the "inter-enterprise cooperation," the research perspective, a collection of IT competence theory, resource based theory, dynamic capabilities perspective on the theories and practical application of enterprise e-business processes, the establishment of a " Ability-Corporate Performance "model, the article to domestic manufacturing, financial services, retail trade as the research object, the implementation of e-commerce more than 200 companies conducted a survey and collected data are preprocessed by empirical research methods of model validation, demonstration of the enterprise in the face of supply chain partnership is how effectively through enterprise integration of internal and external IT resources to achieve internal and external information sharing, cooperation between enterprises and thus the formation of E-Commerce capacity, and species ability to cooperate is how the performance of the enterprise reflected.The main conclusions of this study are the following:1. Enterprise e-business competency is the complex human resources and internal information systems result of the role. Our findings reveal the complex human resources e-commerce capabilities within the company during the formation of the important role which is mainly embodied in human resources in the integration of the ability of other resources.2. Ability to share information among enterprises is the formation of information system outside the enterprise resource integration and the formation of partnerships and cooperation in the process of forming the basis of ability. Study found that enterprises are able to form external e-commerce capabilities mainly because of inter-enterprise information platform construction, resources, or simply relying on partners to build a single information system outside the enterprise IS, e-commerce companies can not meet the need for cooperation.3. The value of the business to a large extent reflected in the performance of the enterprise. Internal and external e-commerce building of enterprises and do something in sharing information and cooperation capacity, just for has advantages in efficiency of business, customer satisfaction and market competitiveness.
