Tourism Resources' Exploration And Protection Mechanism On The Basis Of Property Right Perspective

How to explore and protect them has become an eternal issue among tourism academic field. The research of tourism resources exploration and protection has applied many theories from different subjects based on many perspectives, but lack of mechanism research which can work in a long run. Many scholars devise how to use property system for the tourism resource exploration and protection, but their researches are only half effort, and lack of combination with other theories, the conclusion was not so comprehensive and useful.This paper apply common pool theory, property right theory, the govement systerm, systerm arrangement, community participation theory. By analyzing the common feature of tourism resources, combining the functions which property right have, this paper think the way to solve the contradiction between tourism resources exploration and protection is to clearly property right.This paper takes Kaiping Diaolou and Villages for example. The author got the first-hand material by investigation and face-to-face interview, focuses on property right structure and arrangement, concludes Kaiping Diaolou and Villages'success and shortcomings.On the basis of the case study, this paper build the inspiring and restricted mechanism of tourism resources. Firstly, reasonable property right arrangemnt needs to build better relationship of agency by agreement to clearly the right, responsibility and interests. Secondly, this paper builds tourism resources exploration and protection mechanism from three level of community, govement and enterprises. Thirdly, this paper advised to build tourism resource exploration restricted mechanism from institutions and systerms. Fourthly, improve public supervision mechanism to make other mechanisms work swoothly.At last, build community participation mechanism to maintain community interests.
