As a product of the market economy, Employee leasing employment was forbidden in early years and now developing freely. In China, employee leasing employment is popular for reducing enterprise cost and offering flexible labor. However, the enterprise takes management risk of leasing employees for the difference of wages and welfare benefits between official staff and leasing employees. This paper is a study of organizational commitment problem of leasing employees, because the problem of organizational commitment of leasing employees is inevitable in employee leasing employment.Employee leasing employment patterns is developing fast in various industries in China especially in service industry and IT industry. Studying on the organizational commitment problem of leasing employee in IT industry is because leasing employee takes high proportion of total staff in the IT companies.For example, leasing staff has more than 50% of all employees in Shanghai Unicom.The management of the risk caused by organizational commitment is very vital in the company which has so many leasing employees.In this paper,I focus on to study on knowledge-based leasing employees who has certain qualifications and professional skills have some of the material and spiritual needs in IT industry. So for those companies which own so many leasing emplorees,how to enhance organizational commitment of leasing staff is worthy of concern.In this paper, First,I illustrate the research status of employee leasing employment and organizational commitment,and the development process of employee leasing employment in China and abroad.Then I make interviews and an Empirical Study of the questionnaire with leasing emplorees in IT companies.Final,I make the propose to deal with the organizational commitment of leasing emplorees hoping to help companies to decrease the resk of the management of leasing emplorees.
