Research On Japan's Pension Insurance System

Social security system is a general and inevitable trend in the development of contemporary societies, which plays a "stabilizer" role in promoting economic growth and social stability and is an important symbol of modern civilization. Japan is a country with well-established social security systems in the world. As early as 1950s, Japan established a social security system, and through continuous reform and improvement its social security system has been relatively complete.Meanwhile, Japan is among one of the world's most serious aging societies. In the post-war period of time, with rapid economic growth and fertility decline, Japan was gradually beginning to move to an aging society. The average life almost reached the world's top level in recent years. Trends that the Japanese is aging and the rapid rise of the elderly population in Japan bring a heavy burden on the society. The Japanese government constantly changes and improves the pension insurance system in response to the problems caused by aging society.This paper covers the following aspects:in the first part, the historical evolution and characteristics of the Japanese pension system are introduced, and pension insurance system is analyzed, including creation, changing, and the historical evolution of the reform process; in the second part, various problems the pension system has to deal with under the aging social environment are discussed. And meanwhile how the aging society affects the financial system of pension system in Japan is also discussed specifically; in the third part a series of measures Japanese government has taken in the era of reforming the pension system are focused, as well as the specific impact on the public pension system, women pension system reform and the Japanese "unification" through reform plans of the pension system; the last part of the article mainly summarizes Japan's pension system, especially the experience of the reform process. And some suggestions to establish and improve the Chinese pension insurance system are given.China's pension insurance system was established late which is still in the reform and development stage. With the aging of our population reforming and improving the pension system in China has become an important issue. The "Republic of China Social Insurance Law", adopted in October 28,2010 and July 1, and executed in 2011, carries out a new provisions to China's pension insurance system, making a major breakthrough. But in the face of an increasingly aging population in China, severe imbalance in economic development, disparities between the rich and the poor regions, especially urban-rural dual structure, the establishment of a unified pension system has become a hot issue. Our country's pension system is in the exploratory stage. Learning from lessons of the Japanese pension system in the process of development and reform, combining with our unique situation and coming up with a wide coverage, "all the people protected" model of pension insurance system has become our common goal.
