Research On The Government's Behaviors In The Construction Of The Tourist Circle Of Ecological Culture In The Western Hubei

To construct a strong province of tourism economy of Hubei, the Party Committee highlighted in the fourth plenary session that it be put on agenda to develop the tourist circle of ecological culture in the western Hubei(Abbreviated with the name Western Hubei Circle infra, WHC). This is in line with the strategic requirements of the scientific development concept and the construction of the resource-saving, environment-friendly society; it is the Practical Choice for carrying out the open strategy and enlarging more fields to the outside world. It is the strategic for building eco-civilization and improving social harmony; it is a key engine for developing regional and comparative advantages and realizing a better and faster growth of Hubei Province. In this case, optimizing government action in WHC has vital and profound meanings for speeding up of construction and maintaining healthy and steady development of WHC.This thesis comprehensively uses some theories such as Theory of Government Functions (TGF), New Public Management (NPM), New Public Service (NPS) and Governance & Good Governance, with the guidance of Scientific Concept of Development, the principle of building a two-oriented society, and the realistic aim to boosting Hubei's sound and fast development. Moreover, it takes the methods of Normative Analysis and Empirical Analysis to deeply and systematically assess and explore the optimization to the government's behaviors in WHC construction, with the abundant documents and the aim to optimize its behaviors.This thesis consists of four parts but the preface and ending.Part one is the overview of the basic theories. It interprets the origin, development, the features, and general theories of ecological culture tourism, and the connotation, characteristics and theory background of government behaviors.Part two is the relevant interpretation. It deeply analyzes the general situations and direction of development of WHC resources via SWOT, and based on this, it points out the necessity of government-oriented construction for WHC and strategic significance for WHC construction.Part three is about behavioral inspect. This part agrees the preliminary achievements of WHC construction, meanwhile, it figures out the problems and the factors that influence the government's behaviors in the construction.Part four is the precautions of optimization exploration. It tries to put forward some precautions to optimize the government's behaviors in WHC construction.This thesis is innovative on the base of the fact and future. The main innovative points lie in the following three aspects:Firstly,it is the new idea of reasearch view.although the reasearch about the tourist circle of ecological culture is fruitful at home and abroad,these studies have centered on tourism.this thesis sticks to the hot points,such as Scientific Development, Two-oriented Society and Low-carbon Economy, this thesis shows some exploratory and experimental research in real influence of regional goverments' action to the tourist circle of ecological culture from the view of public administration,which is up-to-date and innovative.Secondly,it is a new exploration about theoretical points.At first,it deeply dissects the necessity of government leading construction of the tourist circle of ecological culture.Secondly,it fully analyzes factors that influence goverments'action in the development of the tourist circle of ecological culture.It discusses the methods of optimizing govements'action in a comprehensivly and systemtically way,which is novel and useful.Thirdly,it combines several research methods.it adoptes empirical analysis on the basis of comprehensive use of historical reasoning and canonical reasoning method.It collectes many fact and detailed data materials in order to find the truth in the practice.
