The Approaches On The Work And Behaviors Of The Government In The Course Of New-type Urbanization

Urbanization is a natural historical and a bounding to encounter for the economicdevelopment progress of our country. The "Twelfth Five Years Plan" proposed to take anew road for a new-type urbanization which it gives the urban development of a new targetand direction. The18thCPC national congress and central economic work conference evenrequired it become the locomotive to promote the economic development by releasing thepowers of domestic demand and advantages of after sparing no effort under the top designof the new-type urbanization. It should be said, the success or failure of urbanization willdirectly affect the overall situation, it is not only the engines to achieve the prosperity of mycountry and develop the modern democracy and civilization, but also the effective way toconstruct the harmonious society and achieve socialist modernization.The new-type urbanization construction is influenced and restricted by the politics,economy, and cultures and so on, but the essential is the system which originated fromthe government behaviors which will directly affect the healthy development of cities andtowns through the value orientation of government and governance capacity. In ourcountry, the long-term government led has become the inertia dependence for the economicand social development.It becomes the important problems for government how to breakthe pattern of behavior, how to optimize the government behaviors and solve a series ofproblems of industrial development, including system reform and the supply of basic publicservices. Therefore, this article is based on the realistic background and selects thegovernment behavior perspective to sort out the crux of the problem and then combined withthe present situation and the latest policies to put forward the approaches on the work of thegovernment in the new-type urbanization through the analysis of governmentbehaviors in China’s urbanization process. The thesis is divided into five parts:Introduction: Including the background, significance, current research, researchmethods and related concepts, aims to identify the problem, to clear thinking, to grasp thedirection, to hit the mark.Chapter Ⅰ: Historical review on the government’s behavior in Chinese urbanization.Itanalyzed the change of the government behaviors according to the characteristics of China’surbanization development in different historical periods: from the planning functions of the planned economy in twists to service functions of the modern market economy system aboutthe government behaviors in sciences, it can be called difficulty, but it’s becoming scienceslowly.Chapter Ⅱ: Reality review on the government’s behavior in Chinese urbanization. Itgives the important goals of the government ’s behavior and efficiency standards, explainsthe five key challenges facing the current government actions, including operating funds,institutional dilemma, town system planning,"three rural" issues and administrativedivisions.Finally, based on the opinion it proposes the optimization ideas of governmentbehavior to establish the market-oriented thinking, build the concept of modern, go to theway of urban-rural integration and build a new government to form a harmonious town bybreaking the "Government paradox". It’s the focus of this thesis.Chapter Ⅲ: According to the previously described problems and ideas for optimization,it detailed the approaches on the work of the government in the new-type urbanization:improving the relevant systems to crack rural dual structure and nurturing the connotationcharacteristics of urban cultural; building diverse and sustainable funding guaranteemechanism; planning and building the scientific urban system;strengthening the supply ofbasic public services; accelerating the reform of government by improving management,normalizing powers and establishing a scientific view of achievements.It’s the difficulty ofthis thesis.Conclusion：Prospecting the "Thirteen Five Years " blueprint, the new-type urbanizationas the core will be further promoted in people-oriented society. How to combine the practicalof the government behaviors and put forward approaches on the work of the government inthe New-type urbanization, there is still a long way to go.
