Scenic spot operation pattern is a key issue in the reform of China's scenic spots. On the basis of studying the related research of some scholars at home and abroad, the paper has analyzed ten patterns that are mostly applied in China's scenic spots, and also has analyzed some operation patterns for national parks in developed countries and government's function in their national park systems.The empirical study shows that the main stakeholders in scenic spot operation and management has some expectancy to government behaviors on some issues, such as, natural resources protection, scenic spots planning and zoning, public security, industry and market management, folk and traditional culture. The paper holds that the problems that appear in scenic spots'development progress are actually an issue of justice.The paper puts forward a sustainable operation pattern. The sustainable operation pattern consist of sustainable development idea of scenic spots, some warranted mechanisms of administration, operation, planning, staffing, financing and supervising, to fulfill the goals of scenic spots'sustainable development, such as economical, social, ecological goals and the moral goal of the relationship between human beings and nature. More over, since there are many moral difficulties in scenic spot operation, the paper holds that government should preserve proper value orientation in scenic spot operation, that is, to insist the basic views of the theory of justice, to assert the justice between generations and justice in an eon. Since scenic spots are greatly related to government behaviors on operation and management pattern, finance and daily operation, the paper holds that government should respond for scenic spots'development on those aspects: protecting the natural resources; promoting the local economic and cultural living progress; protecting the folk and traditional culture to advance cultural exchange; protecting proper rights of tourists, local citizens and workers; keeping the order of tourist market and coordinating the work of government agencies which are related with scenic spots. Finally the paper puts forward a route for government responsibilities fulfilling.
