Urban-rural relationship is the fundamental relationship of human, bringed up urban-rural integration is with respect to urban-rural dual structure. China is experiencing from "urban-rural dual structure" to "Social unitary structure", although the growth of material wealth remains at an important position, "people" is becoming more and more important, satisfying the people's various needs has become the primary aim of development. Based on human development theory, the urban-rural integration development is discussed in this paper, "people" is the dominant position of development, the relationship between urban-rural integration and human development theory is constructed through "people". The aim of urban-rural development is to meet people, the development of urban-rural integration depands on "people", the new urban-rural relationship, including the reunification of urban-rural system and the freely interaction and the equal rights between urban and rural areas.The paper is divided into six chapters, the theoretical analysis is focused in the first two chapters, Ezhou city of hubei province is used as the case for empirical research from the third chapter to the fifth chapter.In the first chapter, based on the review of current research at home and abroad, the research background, research plan and research significance are put forward.In the second chapter, from the perspective of human development, explains and examinings and describes the urban-rural integration afresh, defining freedom by choice, supporting choice by ability, the poverty of Chinese Farmers' ability and rights failure are the biggest obstacle in urban-rural integration development all the time.In the third chapter, based on the human development index, the evaluation system is structed, including 24 indexes.The principal component analysis method is used to evaluate Ezhou city urban-rural integration development level from year of 1995 to 2009. The conclusion is gotten:the urban-rural integration level of Ezhou city presents good state, nonetheless, the gap between urban and rural areas still appears in specific elements.In the fourth chapter,27 indexs are choosen to analyse the factors of urban-rural integration, the result can be gotten by using stepwise analysis:"the health professionals" "infant mortality rate", "hospital's beds", "rural social security network coverage" are the main indexes influencing the health; "the number of college teacher at school", "the gross enrollment rate of senior high school" are the main indexs of education; "the Engel coefficient of urban", "the per capita consumption expenditure of urban", and "the tertiary industry workforce" are the dominant factors of life quality; "the detoxication rate of rural", "built-up area of green coverage", and "the the detoxication rate of urban living garbage" can promote the development in resources and environment in urban and rural district.In the fifth chapter, at first, standing at the position of government, combined with actual situation of Ezhou city's urban and rural development, from "planning and construction", "public services", "economic development", and "the construction of'two types of societies", the urban-rural integration development path of Ezhou city is proposed, once more some development countermeasures are given base on human development theory. Pointing out that the weakening of the "Dual System" is the key to urban-rural integration development.In the sixth chapter, The main conclusion of this research is summarized in the last chapter, the prospect of research is put forward at the same time, hoping that the study can provide some references for urban and rural development in case district.
