Overall labor productivity is a composite indicator reflecting the development and business efficiency of the enterprise, and is the overall reflection of production technology, business management, technical proficiency of the staff and the labor initiative. The overall labor productivity has been brought into the check-up system which becomes a main assessment indicator of state-owned enterprises since 2008. As a large state-owned military industrial enterprise, China North Industries Group Corporation also incorporated it into the check-up system, assessing the member units of it. Gansu Yinguang chemical industry Group Corporation(hereinafter referred to as Yinguang Group) is under the China North Industries Group Corporation. For Yinguang Group, the total staff is still too large, the team structure not reasonable and the level of labor productivity significantly lower due to some national policies, the overall levels of technology and development, personnel quality and many other factors of the past several decades, as affecting its development, becoming a constraint to the sustainable and healthy development. Therefore, the research of strengthening the promotion of overall labor productivity is of great significance to Yinguang Group.Based on the elaboration of the relative theory of the overall labor productivity, the concept of the overall labor productivity is defined and also for the calculation methods and the factors influencing the overall labor productivity are analyzed comprehensively from these.For the human management status quo of Yinguang Group, the problems existed on the overall labor productivity are pointed out through the comparison of the overall labor productivities between the military industry and the China Ordnance industry Group and analysis of its based on these. The reasons for the lower level of the overall labor productivity are analyzed from many aspects such as organization structure, business processes, corporate culture, product structure, quality of personnel, labor organization, incentive mechanism and technology level, etc.Finally, the countermeasures and suggestions promoting the overall labor productivity of Yinguang Group are proposed form the strategies of organization structure and business processes optimization, industry structure optimization, human resource management, the technology level increasing, assessment and incentive, and the corporation culture and other aspects. The promotion level of overall labor productivity is prospected and the development direction pointed out.
