Since2003, the railway has not replenished workers from the transferred army men and the students from schools of higher vocational education. The total railway workers are little and little. In Chengdu Railway Bureau, it is essential because of the retired workers and the open of the Yulixian、Yufuerxian、Xinglongchang. In2013, the "NPC and CPPCC" voted through the scheme of separation to the Railway Ministry.This implementation will accelerate the Railway Corporation to establish a modern enterprise system.Under the situation above, it is necessary to convert mechanism and change the human resource management model (e.g. the labor dispatching mode)There are many researches about the labor dispatching abroad. And some scholars have explored about it at home.But the labor dispatching mode is not deeply studied on the national railway rolling stocks depots. In fact, the depots of the Railway Corporation have different attitude to the labor dispatching mode. Some do it actively..Some do it slowly.But others are on the contrary. They are waiting and seeing. They have not implemented the mode at all.How to carry up the labor dispatching motivation to solve the staff problem of Chengdubei, Chongqingxi and Guiyangnan Rolling Stock Depot in the Chengdu Railway Bureau? By studying the labor dispatching staff satisfaction of Chongqingxi Rolling Stock Depot, we know inventively the labor dispatching history and present situation.Through the questionnaire about the labor dispatching staff satisfaction of Chongqingxi Rolling Stock Depot, we know that Chongqingxi Rolling Stock Depot have implemented the labor dispatching for about7years, the labor dispatching staff have good welfare,some training in the railway rolling stock depots.But there are a lot of drawbacks on the salary, career development and other ways of the labor dispatching staff. It strikes their avtivity greatly.On the basis of the research above, the dissertation raises some ways to improve the labordispatching staff motivation. Standing on the equality of citizens, sharing the results of peform perspective, considering both material and spiritual, the dissertation puts forward the motivation proposals on the five aspects.Through the research, it will help Chengdubei, Guiyangnan Rolling Stock Depot in the Chengdu Railway Bureau to know about the current situation of the labor dispatching by comparing themselves with Chongqingxinan Rolling Stock Depot, take effective steps to solve the current management problems, and it will promote them to raise the dispatch incentives management level.
