As the intense free competition of market, the original advanced state-owned enterprise now all fell" Wolf really Coming". They try to speed up development and reformation for the new advantage in a new round of high-speed economy growth, such as new advantage of technology, energy resources, capital and talent. In especial, after recombination in 2002, Chalco Qinghai Branch continually change the conception, fast adapt exploration and building of market economy incentive mechanism. But today, state-owned enterprise still have to face mounting pressure which appears on big number of personnel, serious loss of technical talents. low efficacy, high operating costs, worse profitability and low value-added rate of national asset.Starting with incentive system actuality of Chalco Qinghai Branch, this paper analyzes the advantage, lack, exist problem and its reason of employee motivation. According to the motivation theory and other branches' typical cases, this paper connects with practical situation of Qinghai Branch and future reform direction of human resource, proposes an optimal design which contains substance incentive couples with spirit incentive but substance incentive is priority, build of competitive payment system, build of talents competition mechanism and career channel perfect. Meanwhile, this paper put forward to construct characteristic corporate culture for improving employee incentive mechanism, increasing working positivity and creativity of personnel. By these methods management performance could be increased. In the end, this paper hopefully to provide a certain significance for employee incentive mechanism reformation of state-owned enterprise.
