Performance assessment is an integral part of the contemporary mechanism for human resource management, the basic idea of which is that the core competitiveness of an organization and the performance of its groups and employee can be improved, and thus the organization's strategic objectives are achieved, through the effective evaluation of the performance of departments and employee and the corresponding offers of appropriate incentives. Performance assessment is not only the basis of the whole chain of human resource management, but also the basis for concerned managers in other departments to make decisions. The ultimate aim of management in an organization is to achieve its strategic objectives through the improvement and integration of the performance of employee, groups, and the organization.Agricultural Development Bank of China (ADBC) is one of the three state policy banks in China. In the new time, ADBC should widen the field it supports in agriculture and strengthen its support to the agricultural development and the improvement in the rural infrastructure, which means that the business of ADBC has already extended from "food-related" to "agriculture-related". With the rapid expansion of business scope and the steady increase in commercial credit, ADBC must reform its original system of performance assessment based on egalitarianism, and thus it is in dire need of building a user-friendly and effective system of performance assessment, which is custom-made to suit the operating characteristics of ADBC.Here we first analyze the questions hidden in the original system of performance assessment adopted now by the branch of ADBC at County S and the possible causes that raised these questions. Then we reform the system of performance assessment in this branch by reference to advanced theories and practice in performance assessment both at home and abroad, and explore the institutional construction for its implement and its effect on the whole chain of human resource management. The aim is to build an effective system of performance assessment for the branch of ADBC at County S so that the employee's enthusiasm, initiative and creativity are activated, which would finally promote the development of this branch. Our research not only provides this branch wit a better way to improve its performance, but also might benefit the innovation of performance assessment in other branches of ADBC at all levels of province, city, and county.
