The Agricultural Development Bank of China(hereinafter referred to as the "ADBC"),established in 1994 with state funding,is directly under the leadership of the State Council.As the only state-owned agricultural policy bank in China,its main function is to closely focus on serving the national strategy,to actively raise funds to support agriculture,to support the development of the "three rural areas",and to effectively play the role of national strategic support,with the guarantee of national credit.As China enters a new stage of development,the reform of rural financial system continues to advance,and the Agricultural Bank itself continues to develop.In the process of macroeconomic slowdown and economic restructuring,how to adapt the performance management system to the requirements of the times has become a major issue in the human resource management of the Agricultural Bank that needs to be solved.Based on the above background,this paper attempts to explore and design a more scientific and reasonable performance management system optimization plan based on the actual situation of the performance management system of X City Branch of ADBC and the main problems existing in the operation of the current performance management system.This paper takes the current situation of performance management system of X city branch of ADBC as the research object.Based on reading a lot of literature,we analyze the current situation of performance management system of X city branch by means of field interviews and questionnaires,and find that the main problems exist at present are:the performance management system does not fully reflect the strategic objectives of the enterprise,the performance assessment index system does not reflect The main problems are:the performance management system does not fully reflect the strategic objectives of the company,the performance appraisal index system does not reflect the direction of fine management,the performance implementation process lacks effective communication and counseling,the performance tracking feedback is not in place,and the performance appraisal results are not fully applied.According to the in-depth study,the authors found that the main reasons for the above problems are:the weak awareness of the performance management system among enterprise leaders,the inadequate cognition of the performance management system among employees,the lack of strong talent and information technology support for the construction of the performance management system,and the failure to establish a healthy performance-oriented culture.In view of the above problems and their main causes,the authors firstly put forward the principles and objectives for the optimization of the performance management system of X City Branch,and proposed the following aspects for optimization:developing a strategy-oriented performance plan,highlighting the design of a refined management-oriented performance assessment index system,improving the effectiveness of the performance implementation process,improving the scientific performance feedback mechanism,and effectively applying the performance assessment results.It is hoped that through the optimization design of the current performance management system of X City Branch,the performance of X City Branch can be continuously improved,so as to enhance its competitiveness and better adapt to the strategic development needs.At the same time,considering the resistance factors and organizational inertia that may be encountered during the implementation of the performance management system optimization design,in order to ensure the effective implementation of the optimization design,this paper proposes that the awareness of managers of the performance management system should be improved,a sound performance management organization system should be Established,the corporate culture adapted to the performance management system should be shaped,the training and learning of the performance management system of all employees should be strengthened,the timeliness of the performance assessment results should be enhanced,and the informationization of the performance management system should be accelerated.The information construction of performance management system should be accelerated.The problems that need to be optimized and improved in the performance management system of X City Branch of ADBC are relatively common in the industry,and the optimization plan proposed in this paper has strong practical guidance and also has certain theoretical research value.
