Since reform and opening,China has made remarkable achievements in economy,has become the engine of world economic growth. However,Academics have different views,many scholars believe that China's high economic growth is the result of exhausting "resource bonus" and the "demographic dividend",the quality of economic growth is not high. In order to measure the quality of China's economic growth,the academic set off a wave of measuring total factor productivity. 2006,"Long-term Scientific and Technological Development (2006-2020)" will target contribution rate of technological progress as the development goals,the Government has realized that the quality of economic growth played a vital important role in the development of China's national economy,proposed to adjust the economic structure,changed the way of economic development,and taken the path of rapid and healthy economic development. Human capital as one of the elements of economic growth,endogenous growth theory puts human capital in the core position,emphasizes the important role of human capital in economic growth. In China,It is also very rich in empirical research on human capital and economic growth,but very different estimation results,using different indicators of human capital may get different results. For now in the process of building a market economy in China,how much of human capital contribution to economic growth,it needs the accurate measurement of human capital sequence.Energy is essential input factor for modern economic growth,and plays a key role in economic development,however,resource depletion and environmental issues,caused by excessive consumption of energy,have become a key constraint on economic development. Since the reform and opening up,the energy provides an important fast-growing "power support " for the continued health of the Chinese economy,but the extensive production and use of energy has brought great pressure to China's economic development and environmental protection,improving the efficiency of energy production and use is currently the most urgent and important problems.This article summarizes the evolution of the theory of economic growth,and reviews the literature on human capital,energy and total factor productivity. At the same time,gives a brief introduction on constant elasticity of substitution production function and panel data model. Selected China's 30 provinces and cities as the research object,first, constructs human capital indicator system,uses principal component analysis and obtains human capital index;then GDP as explanatory variables,energy,capital stock and human capital index,the number of employed as explanatory variables,establishes two regular elasticity of substitution production function. Through the analysis of total factor productivity and the elasticity of substitution between factors,we can see: both the total factor productivity,and substitution elasticity between capital and labor , the east is higher than the middle , the central is higher than the western;elasticity of substitution between labor and human capital shows "west high east low" phenomenon;elasticity of substitution between capital and energy has a large range, some areas present substitution relationship, some areas present complementary relationship. Finally,based on the results of empirical analysis, targets policy recommendations.
