Astudy On The Effect Of China Human Capital Allocated By Industry To The Urbanization

After30years of rapid development since the reform and opening-up policy, theurbanization standard in China has surpassed the world average level. However, the quality ofurbanization at present is not very high, and citizenization level is comparatively low,development speed is slowing down, industrial structure settings which support urbanizationdevelopment is not scientific, human capital of high-end service industry and other industrieswhich promote long-term sustainable development of urbanization is obviously insufficient.Therefore, to study the mechanism of urbanization development from the perspective of human capital configuration structure will be of vital effect and profound significance.In theoretical level, this thesis systemizes theories and ideologies of scholars at home andabroad, referring to classical labor division theory and extra-marginal urbanization model. Itsummarizes the human capital structure’s influence on urbanization from3perspectives,which are structure effect of labor force, quality effect of labor force and spillover effect. Itnot only explains the promotion of urban population proportion, but also renders reasonableanswer to the question of how to promote the quality of urban population in late-urbanizationage.In the demonstration process, this thesis settles large quantities of data, describing theurbanization development process from1949to the present. By calculating the average yearsof education of working population in each industry, it comes up to the proportion of humancapital amount and the structure in each industry from1986to2011; meanwhile, it brings inthe concepts of upgrade rate and optimization rate, and provides detailed introduction to ourcountry’s human capital amount and structure. On this basis, it makes a quantitative analysisof the time series data of nationwide urbanization development. The result of gradual linearregression indicates that the influence coefficient of tertiary industry human capital proportionand human capital optimization rate to urbanization is positive and remarkable. Grangercausality also proves that it has obvious drive effect to urbanization. In order to study thespecific conditions in each province, this thesis also analyzes the panel data of each province from2000to2011, and the result shows that in provinces with low urbanization standard,output value optimization rate makes more contributions to urbanization than human capitaloptimization rate; while in provinces with high urbanization standard, the contributions ofhuman capital optimization rate is more distinct, while the bonus that human capitalconfiguration structure optimization has fully appeared, production value structureoptimization is no longer taking the leading role, and each province’s elasticity gap isremarkably obvious. Therefore, this thesis suggests each province to choose policy orientation,ascertain the priority of developing the economy, attracting capitals bringing along industryagglomeration and accelerating industrial human capital structure transformation according toits own specific elasticity conditions, so as to promote urbanization standard more effectively.
