Research On The Impact Of Forestry Human Capital On Regional Forestry Economic Growth Based On Panel Data Model

The sustainable development of forestry economy has important significance for the promotion of livelihood improvement, the construction of ecological civilization, and initiative to adapt to the new normal. Faced with the dual pressures of the unbalanced pattern of forestry development and the resource and environmental restrictions, forestry economic sustained growth could not just rely on the investment of traditional elements to achieve. Based on the panel data model, forestry human capital as a starting point, this study investigated the influence of forestry human capital on regional forestry economic growth.First of all, this study systematically reviewed the related domestic and foreign literature of human capital and forestry economic growth, calculated our country’s forestry human capital, and descriptive analyzed the status quo. Secondly, the hierarchical clustering method was used to divide the 31 provinces into forestry human capital high-quality area, abundant area, and backward area, which were based on the forestry human capital characteristics. On this basis, the production function was constructed including the forestry human capital and other variables. By using the generalized least squares method (FGLS), the panel data models during 2002～2013 were estimated which were according to the cluster regions.The conclusions of this study are as follows:1) As a special form of capital, forestry human capital had a significant impact on promoting regional forestry economy development, the forestry human capital high-quality area and backward area should pay attention to improving the quality of labor, while the forestry human capital abundant area should pay attention to the human capital structure optimization.2) As a tool of signal, forestry labor wage could reflect the value of human capital, and it produced incentive effect that had greater contribution to forestry economic growth. Enhancing the level of forestry workers wages can largely promote regional forestry economy growth.3) Current forestry production pattern didn’t suitable for the development of regional forestry industry. Accelerating the forestry industrial structure optimization and updating to the second and third industry can drive the regional forestry economy rapidly growing.4) Forestry new fixed assets have a significant effect on forestry economic growth only in forestry human capital backward area, while the forestry actual funding has significant influence on the forestry economic growth in all regions.5) Increasing the actual forest area and accelerating the development of forestry science and technology would have important roles in promoting forestry economic sustained growth.Research recommendations are as follows:1) The continuing education of forestry workers and farmers should be strengthen, the forestry human capital investment mechanism should be established, and the human capital structure of forestry labors should be optimized..2) The welfare of forestry workers and the wages of forestry industry should be enhanced, and the local forestry personnel living conditions should be improved.3)Give full play of the regional characteristics advantages, and promote the integrate development of the all thirdly forestry industry.4) Improve forest infrastructure, and vigorously promote forestry funding mechanism to broaden the forestry funding sources and channels.5) Improve the forestry area, enhance forest protection and nurturing of natural resources, and increase forestry science and technology research to promote the transformation of forestry appropriate technologies.
