The research of industrial cluster has from initial definition to the industrial clusters' competitiveness. Industrial cluster can greatly increase the competitiveness of relevant industry and local economic, the research has high practical value and practical significance. Industrial clusters of Shandong have formed a large-scale, produced a good economical, social and ecological benefits. Through the development of industrial cluster, Shandong province has a large number of famous brand clusters and famous enterprises. The development of industrial cluster promotes the upgrading of the industrial structure. It becomes an important force of the development of local economy. But the development of industrial cluster in Shandong province still exists many problems, these problems are seriously hindered the industrial cluster to a higher level of Shandong province. The size of electrical appliance industry cluster in Qingdao is large, it develops very good . No matter from the course of time dimension such as the formation and development of industrial clusters, or from the main angle such as the government, industry and enterprise's, it can reflect the general characteristics of industrial cluster in Shandong province, typically and representatively.This article selects the electrical appliance industry cluster of Qingdao city as a case. This paper attempts to use potter diamond model and combine the electrical appliance industry related earnings and operating indexes to evaluate the competitiveness of the industry cluster. In order to improve industrial cluster competitiveness of Shandong, this article puts forward the corresponding countermeasures. This article analyzes the background ,the significance and the research methods of the study. Then describe the content from the cluster, features, competitive advantages, competitive industrial cluster theory, the relationship between regional economy and industrial clusters, and research from domestic and international empirical perspective on the competitiveness of industry clusters and research status. Next is part of empirical research articles, first describe the cluster development in Shandong Province and competitiveness development performance, including the status of industrial clusters in Shandong Province, types, characteristics, problems, and many other analysis. Then, taking Qingdao electrical appliance industry cluster as an example, analysis its development process and current characteristics. Then using diamond model, combining with indicators such as market share, build index system of the valuation competitiveness of electrical appliance industry cluster in Qingdao , analyzes its competitiveness sources and influencing factors. Finally, from the analysis of the electrical appliance industrial clusters' competitiveness of Qingdao, put forward some policy suggestions to enhance the industrial clusters' competitiveness in Shandong province.
