With the advance of global economic integration, competition among enterprises is not just in a certain area, but became a global competition among enterprises. Industrial clusters plays an important role in furtherance of specialization, of improving production efficiency, of sharing infrastructure, and formation of a learning effect. Therefore, in recent years, more and more successful development of industrial clusters model attracted attention of academia and the business community, regional industrial cluster theory has become an important part of economic theory. With the reform and opening up, China’s industrial clusters have emerged, industry cluster phenomenon has become an important regional economic manifestations. Academic industrial cluster theory has been considerable research. Foreign to the industrial cluster theory has been considerable research, Marshall’s scale economic theory, Weber’s industrial location theory, Paul Krugman space economic thought, peru growth pole theory, and Michael Porter’s theory of competitive advantage. Entrepreneurship theory first appeared in the Harvard University classroom, and the economic crisis in the United States has played a huge role, and therefore subject to the academic and business world-wide attention. This paper aims to analyze the development process of industrial cluster of Wenzhou low-voltage electrical industry on Entrepreneurship theory, combined with analysis of Silicon Valley and the Italian textile industry cluster development of industrial clusters, in order to find conditions for the formation of industrial clusters, the development process for local industrial clusters the formation and development of reference.
