Study On Social Value Appraisal Of Harbin's Metro Project

Public works are essential parts of the social development, and they also play key roles in improving quality of life. Hence, how to make constructions of public works more scientific and reasonable is always an issue that people have been thinking about. It is project evaluation that becomes the tool to solve such problem. As the outlook on development evolves, what the project evaluation focuses on changes, from purely economic evaluation to trinity of economic evaluation, social evaluation, and environmental evaluation. Obviously, social evaluation becomes more and more important for project evaluation.As one type of public works which demands huge investment, one city's subway project benefits transportation and economy, as well as society and environment. At present, there is much economic evaluation of subway projects. In contrast, research on social evaluation of subway projects is actually rare. However, compared with other public works, metro projects lay emphasis on contributions to the society to a higher degree. Thus, paying attention to the social evaluation is essential to guarantee subway projects'smooth implementation, to ensure coordinated growth of economy, society and environment, and to reduce negative impact on the community.Based on the change of social development outlook and analysis of the significance of social evaluation for public works like subway projects, we research on social assessment of Harbin's subway project. First of all. Through detailed explanation the related basic concept of public project and public project social assessment etc, and fully expounds the theory of social evaluation of public projects, then, summarized the social evaluation methods which suitable such large public project under the guidance g of relevant theory. In addition, we expound the relationship between subway project and its social evaluation. We also point out the principles and procedures of the social evaluation. Besides, based on the content above, the general situation of Harbin's subway project, and the index systems of social evaluation taken from other cities'subway projects, we build up a particular index system for Harbin's subway project and dissect each factor within this system by one-way analysis. Finally, in order to fix the incompleteness of one-way analysis and to solve the problems that more often than not, social evaluation of subway projects is vague and hard to be quantified, we combine fuzzy comprehensive evaluation with analytical hierarchy process, and present the method of multilevel fuzzy comprehensive evaluation by which the rationality of Harbin's subway project is comprehensively evaluated. The result shows that Harbin's subway project achieved its social effect goals well. Meanwhile, the result reflects the advancement and reliability of the effective combination of fuzzy comprehensive evaluation and analytical hierarchy process, thus further perfecting the methods and theories of social evaluation of subway projects in related cities and providing basis and experience for future social evaluation of subway projects.
