Study On The Social Responsibility Risk Of China's Foreign Public Investment Project Based On ISO26000 Guidance

In recent years,the risks of China's large public investment project happening frequently causes the wide attention of both at home and abroad.But the present research on the risk of China's foreign public investment projects is mainly from the perspective of the economic risk,less focus on the social responsible risk.And in China,the social responsibility risk evaluation is mainly aimed at the enterprises,the evaluation of the social responsibility of the public investment projects is scarce.According to the international standards of social responsibility of ISO26000,there is no systematic research on the social responsibility risk of China's foreign public investment projects.We haven't found there is the quantitative analysis of the social responsibility risk of China's foreign public investment projects.The dissertation attempts to carry quantitative analysis of the social responsibility risk of China's foreign public investment projects on the basis of ISO26000 from the six topics of human rights,labor practices,environment and fair practice,consumer issues,community participation and development.The main content of this dissertation includes:Firstly,this dissertation empirically studies the impact of the social responsibility on foreign public investment in terms of six themes of "ISO26000 Social Responsibility Guidance",i.e.human rights,labor practices,environment,fair operation practice,consumer issues,community participation and development.Based on the questionnaire from 189 foreign public investment projects,through the three models of OLS model,Logit model and Probit model,this dissertation fulfills the empirically studies the impact of social responsibility on foreign public investment.Secondly,the risk evaluation study of social responsibility of the public investment projects based on the ISO26000.We input the significant or a little significant indicators into the evaluation system.The evaluation results show that the level of index weight from big to small in turn is the project selection index(0.4777),project follow-up index(0.3166),project implementation index(0.2057);Level 3index weight of the top five,in turn,is the international cooperation to jointly develop index(0.1691),the host country geopolitical environment index(0.1551),the host country domestic political environment index(0.1535),dispute processing index(0.0759),community environmental indicators(0.0577).Thirdly,multi-case study on the social responsibility risk of China's foreign investment projects.Based on the China's foreign public investment project risk evaluation index system of the social responsibility,the dissertation utilizes multi-level fuzzy comprehensive evaluation method,take the group's bid for Brazil in the Three Gorges hydropower station and Kampuchea hydropower station project asan example to verify the rationality and scientific of China's foreign public investment project risks evaluation index system of the social responsibility.The main conclusions are as follows:Firstly,the dissertation found 21 variables of human rights,labor practice,environment,fair operation practice,consumer issues,community participation and development,which are six topics in the "ISO26000 Social Responsibility Guidance",are all significantly affect the social responsibility risk of China's foreign investment projects based on the OLS model?Logit model?Probit model.Secondly,based on 36 second-level issues of the six topics of human rights,labor practices,environment,fair operation,consumers,community and development and organization governance in the ISO 26000 Guidance on Social Responsibility Standards,the dissertation builds the evaluation index system of social responsibilities for foreign public investment projects which includes tree first-level indexes,namely the selection index,the project implementation index,the project follow-up index;nine second-level indexes such as international cooperation and common development,the local country's domestic political environment,the local country's regional political environment,etc.;twenty-one third-level indexes such as the dual diligence indexes,the complaint settlement indexes,the vulnerable group indexes,economy,the society and culture rights indexes etc.,and assigns them values.Thirdly,according to the evaluation index system of responsibility risks for China's foreign public investment projects and taking Brazil Hydropower Station project and Kamchay Hydropower Station of Cambodia projects tendered by Three Gorges Corporation as examples,the dissertation makes a research on several cases of China's foreign public investment projects.Based on the multi-layered fuzzy comprehensive evaluation method,it verifies the scientificity and rationality of the evaluation index system of social responsibility risks for China's foreign public investment projects.The innovations of this paper are mainly reflected in the following three aspects:Firstly,the present research on the risk of China's foreign public investment projects is mainly from the perspective of economic risks,less focus on social responsibility risks.The dissertation conducts the study from the initial perspective of the social responsibility risk of China's foreign public investment projects and based on the social responsibility risk of the selection risk,the implementation risk and the project subsequent risk during the whole course of China's foreign public investment projects and makes a comprehensive evaluation based on the ISO 26000 Guidance on Social Responsibility Standards.Secondly,According to "ISO26000 Social Responsibility Guidance",the dissertation builds three first-level indexes,i.e.the project selection index,the project implementation index and the project follow-up index;nine second-level indexes,i.e.international cooperation and common development,the local country's domestic political environment,the local country's regional political environment,etc.;and twenty-one third-level indexes,i.e.the human rights risk index,the handling complaints index,the vulnerable groups index,and the political rights index,etc.Thirdly,so far,there is still no quantitative analysis on the evaluation of the social responsibility risk of China's foreign public investment projects according to the international standards.This dissertation,based on the six major topics of the ISO26000 Guidance on the Social Responsibility Standards,conducts an exploratory and tentative study on the quantitative analysis on social responsibility risks of China's foreign public investment projects.
