Study On Financial Policy Of Heilongjiang Province As Main Functional Areas

As put forward in the "Program" of China's "Eleventh Five-Year Plan ", "according to the resources and environment carrying capacity, the existing development density and development potential, and considering the future of China's population distribution and economy layout, land use and urbanization patterns, the land space is divided into four types of main functional areas, which are optimized development area, key development area, restricted development area and prohibit the development area. And in accordance with the positioning of main function, regional policies are adjusted and improved, and space development order is evaluated and standardized, and as a result reasonable space development structure is formed". The concept of the main functional areas is put forward, which not only adjust the existing regional economic development policy, change the idea of regional development, but also put forward a new request on the development of the regions. In the discussion paper of "Twelve Five-Year" Plan, the main functional areas are brought to a new high level. The present social and economic development can not be understood by the traditional development strategy of old concept, and the concept of main functional areas is adapted to the reality background and the principal contradiction of Chinese society at the present stage.Heilongjiang Province is located in the most northeast of China, which is rich in resources, and is one of the few resource-based provinces which integrated with forest resources, oil resources, coal resources and green food base and equipment manufacturing. Heilongjiang Province, with her abundant land resources, many rivers, rich water resources, integrated food chain, all of these ecological resources provide a good social economic environment and ecological resources environment to the main functional area. Heilongjiang Province, is not only a priority development region in the national large-scale construction of the main functional areas, but also a province which gathered in the four types of main functional areas, that are, optimized development area, key development area, restricted development area and prohibited development area.In this article, the background and the significance of research topics are progressively outlined, research situations in and abroad China are analyzed and contents and methods of this article are described. The relative theories of zoning district of main function areas are more profoundly introduced, and the content of Heilongjiang Province the main function zoning, and the regional spatial structure economic theory which as the theoretical basis are understood. Taken the positioning of Heilongjiang Province main functional areas and the present development situation as basis, the advantages, difficulties and challenges in economic development while Heilongjiang Province as main function areas are found out. The financial situation of Heilongjiang Province as main functional areas are identified, including what policies have been implemented, results at this stage, new demands of the regional changes.
