Research On The Coordinated Development Of Main Function Area

The MFAP(Main Function Area Planning)is a space development planning,basing on building the long-term development of our country.The essence of the MFAP is a kind of space control,and the planning focuses on the optimal layout of land and space.As a significant strategy of our country,the Regional Coordinated Development is the main way to achieve the transformation and upgrading,supplement the shortcomings,and strength the weaknesses,broaden the development space,and enhance the development capacity.The Main Function Area Construction is an important foundation and new idea of promote implement the Regional Coordinated Development.In 2016,the NDRC(National Development and Reform Commission)proposed that our country has entered New Normal Economy and faced many opportunities and challenges.It is necessary to adhere to overall planning and create a new coordinated development pattern of the four aspects which includes the effective constraint of The Main Function.The MFAP has been formally proposed for 10 years,but it still stays at the national and provincial macro level.The city and county levels are lack of detailed implementation steps.Meanwhile,the governments of city and county always neglect the MFAP when they are formulating and implementing economic development strategies.The MFAP is difficult to implement.So,it has important theoretical and practical significance to carry out the Five Major Development Concepts and Regional Coordinated Development Strategy proposed by the Fifth Plenary Session of the 18 th CPC Central Committee and the 19 th CPC National Congress,and to discuss in depth how to implement the MFAP.The NSEZ(Northeast Sichuan Economic Zone)is located in the northeast of Sichuan Province,contains a large amount of natural gas,coal and other mineral resources.It has abundant ecological resources and tourism resources.This area is also an old revolutionary base area and a poverty-stricken area in Qinba mountain area.Because of its large population density and weak economic foundation,the development of NSEZ has always been the main task of the government.Meanwhile,a part of the Counties,are the Chinese Qinba Mountain Biodiversity Ecological Function Zone,which is responsible for the chief mission of ensuring national ecological security,and must pay attention to maintain the local ecology and environment systems.In the process of promoting regional development,how to deal with the relationship between the development of regional economy and the ensuring of ecological and environmental security under the constraints of the main functional areas,we want both golden,silver hill and clean water,green mountains as well,to realize the coordinated development among regions and watersheds.These have become the emphasis and difficulty that need urgent attention and resolution in the current NSEZ,and it is also a common problem faced by similar areas in China.According to the MFAP of Sichuan Province,this study makes a comprehensive analysis of all the counties' development plans and MFAP,revealing the problem which between main functional areas and counties(regions,cities)and revealing the problem which between the upstream and downstream of the river basin.This paper putting forward effective measures and suggestions to promote the NSEZ and the coordinated development of the regional economy come true.Therefore,this study has both theoretical and practical significance for the sustainable development of the NSEZ,and it can also be used for reference for the sustainable and healthy development of other regions.This text thinks that in the process of coordinated development of Main Function Area,we should stick to the important thought adhere to the important ideas of government-led,enterprise-based,and human-based democracy.In the condition of emphasizing the constraint of the main function area,and realize the mutual coordination of population-economy-industry-city-ecological environment.We should adhere to the people-oriented,raise the economic level of the backward areas,formulate and implement the compensation mechanism,improve infrastructure construction,improve the absorb capacity to the key development zones and achieve human coordination.Improve industry policy,integration of regional resources advantage,to create industry development belt,drive along the regional development,to explore the implementation of "enclave mode",enhance the limited development zone's capacity for independent innovation,to achieve the coordination of economy and industry.We will fully establish the River Chief,develop the economy of the river basin,implement the environmental protection responsibilities,coordinate the upstream and downstream of the river,and maintain ecological security,and realize ecological coordination.Make overall consideration of other related planning,carry out the mid-term evaluation of planning,ensure the integrity and effectiveness of the plan,and realize the coordination of planning.
