Forest Ecological Function Areas Of Regional Policy Research

Forest ecological function area is a class of restricted exploiting zone, which is plays an important role in ecological security. The exploiting means large scale of industrialization and urbanization. The Forest ecological function area provides ecological services not only for the areas surrounding, but also for China and the world. This area faces two problems: one is the shortage of funds for construction and protection, second, protection and development conflicts, which require a relevant, targeted regional policy to mention it. If we just emphasize environmental protection, without concern the development of this area, the contradiction between different kinds of areas will be sharpen.This paper focus on forest ecological function area, expound the connotation, characteristic and theory of regional policy. The regional policy in China is absolutely different from west countries because of context is distinct. Reviewed the regional policy made by Netherlands, UN, Germany and other countries, which is made to face the regional ecological problems. Based on restricted exploiting zone of Yunnan province, pick out the forest ecological function area, and find out the characteristic of this area. According to the main function the area provides, there are three types. Make sure the objective of regional policy, finally, selecting the policy instruments and combine them.
